Job Title: Manufactured Food Program Manager

Location: Taylorsville, Utah

Job Description

The Utah Department of Agriculture and Food, Division of Regulatory Services, is looking for a highly motivated individual with extensive knowledge and experience in the FDA Manufactured Food Regulatory Program Standards (MFRPS). This position is responsible for directly overseeing the implementation and/or maintenance of the Manufactured Food Regulatory Program Standards (MFRPS) to ensure that the methods, practices, equipment, records, and controls are in conformance with the MFRPS and all standard operating procedures.

Within this position, you will evaluate Food Safety and FS&CS processes, develop procedures and policies, create and maintain the Quality System documents. This position reports directly to the Director of Regulatory Services.

Leadership and Personnel Management

These duties focus on direct supervision and staff development.

  • Supervises subordinate personnel, including determining workload and coordinating assignments, training, monitoring and evaluating performance, and initiating corrective actions.
  • Develop, implement and monitor employee and program performance measures that are reasonable, measurable and achievable.
Program and Project Administration

These duties cover the overall management, coordination, and execution of the program’s primary activities and projects, particularly the MFRPS.

  • Be responsible for the oversight, coordination and administration of the MFRPS, including managing and overseeing timely, successful completion of activities related to MFRPS, ensure grant deliverables and written reports are completed and submitted on time.
  • Coordinates projects and ensures adequate administrative controls, quality, and procedural efficiencies.
  • Creating, maintaining, tracking and revising a standardized improvement plan to guide action items related to MFRPS implementation and/or maintenance.
  • Assisting in the evaluation of Program resource needs to conduct inspection, sampling and other Program work projections.
Policy, Planning, and Regulatory Development

This category includes high-level duties related to strategy, goals, and developing rules and regulations.

  • Develops and coordinates plans and policies, resources, and mission as well as goals, vision, and expectations of agency or program; prepares and updates plans and priorities.
  • Assists, develops and advises the division director in the drafting of new/revised legislation, rules, and regulations.
Compliance, Auditing, and Evaluation

These duties involve reviewing, assessing, and ensuring adherence to established procedures, statutes, and program effectiveness.

  • Continuously reviews, analyzes and audits to the effectiveness of established procedures.
  • Assists in checking for compliance with state statutes, regulations and institutional policies, including the MFRPS.
  • Evaluate efficiency of operations and accuracy of reports and records.
  • Conducts/reviews audit conclusions, discusses procedures, comments and recommendations.
  • Conducting regular self-assessments to evaluate progress toward and/or fulfillment of MFRPS deliverables.
  • Develop and analyze all program operating procedures and practices.
Continuous Improvement and Process Optimization (Lean)

This section is dedicated to duties focused on improving processes and operational efficiency.

  • Review program processes to determine Lean opportunities. Prioritize the identified areas for improvement and submit to division director. Assign, oversee, and carry out Lean projects to completion and implementation. Assess the success of the project in making food safety activities more effective and efficient.
  • Monitors and evaluates operations, job programs, processes and/or practices for quality and effectiveness; makes recommendations and looks for opportunities for continuous improvement.
External Relations and Representation

These duties involve communicating, representing the program, and acting as a liaison or resource for outside entities.
