Overview
Are you an organized professional who knows how to direct, plan, control, and coordinate an energy program? Then you should apply for the Energy Manager at the Utah National Guard. This is a civilian position with a 4x10 schedule Monday through Thursday. You are not required to be a Utah Army National Guard member. The successful candidate will need to pass and maintain a DoD security clearance check.
PrincipalDuties
- Assessing employment and training needs, design, develop, and implement new programs to meet these needs.
- Act as the State Coordinator for special federal programs and/or represent the agency on interagency committees and task forces that determine program policy and service delivery.
- Participate in the Governors Military Energy Collaborative to represent UTARNG in Utah’s effort to reduce energy consumption.
- Maintain the Adjutant General s energy policy aligned with the Presidential Energy Order and the Governor s Energy Executive Order.
- Maintain the energy utilization database on the National Guard Bureau Army Water and Energy Reporting System (AWERS).
- Maintain Brightly Software database and produce monthly consumption reports for distribution to individuals in command; review utility invoices for improper billings, applicable rate structures, and accurate account/meter numbers.
- Identify energy conservation projects in line with the National Guard energy policy.
- Lead efforts to reduce energy consumption by 2% annually while maintaining a comfortable and safe working environment for Utah National Guard employees.
- Facilitate state-wide implementation of building automation controls with the latest software revision to interface with legacy hardware.
- Attend necessary training to maintain Certified Energy Status.
- Conform with ISO 14001 standards; work with other National Guard units in collaborative energy conservation; manage ESCO contracts.
- Perform QA/QC of existing BAS controls at all UTARNG locations.
- Knowledge of energy management practices over a broad range of facilities scattered throughout multiple locations.
- A solid understanding of BAS (Building Automation Systems) and multiple control system vendors.
- Knowledge of BAS programming, new and renovation construction practices, LEED, High-Performance Building Standards, budgeting principles, project management, and supervisory experience.

- Manages one or more statewide or agency-wide energy program(s); determines program goals and objectives and/or chairs committees established to support the program.
- Plans and supports projects and/or programs. Writes (or discusses) project/program plans, recommendations, and findings.
- Monitors and evaluates operations, programs, processes, and practices for quality and effectiveness; makes recommendations for improvement.
- Develops and coordinates plans and policies, resources, and mission as well as goals, vision, and expectations of the agency or program; prepares and updates plans and priorities.
- Develops, evaluates, or reviews plans and criteria for various projects and activities; assesses feasibility of proposals.
- Coordinates projects and ensures adequate administrative controls, quality, and procedural efficiencies.
- Acts as a resource for management and staff; provides technical support within the area of responsibility.
- Manages and submits the annual Energy Performance, Resilience, and Readiness (AEPRR) per DoD guidance.
- Provide monthly reports of renewable energy production.
- Establish and maintain relationships with utility provider representatives.
- Knowledge, skills, and abilities required upon entry into position include: principles, theories, and practices of business administration; accounting; human and material resource management; sales and marketing; economics; and office information and organizing systems.
- Ability to analyze information to draw conclusions and develop implementation approaches for ideas, programs, or changes.
- Understanding of applicable laws, rules, regulations, and policies; ability to develop objectives and specify strategies.
- Ability to coordinate, schedule, and manage time and details; coordinate activities of people or groups; provide technical assistance to users.
- Assess organizational needs such as staffing, training, and security.
- Strong communication skills to speak clearly and concisely and listen effectively.
- Risks found in a typical office setting, including safe use of office equipment, avoiding trips and falls, and observing fire regulations.
- The role may require sitting, some walking, standing, bending, carrying light items, and driving a vehicle; no special physical demands are required.
