Position: Technician 3, Lead Parking Enforcer

Job Summary

This position supports SLCC and parking enforcement leadership in actively monitoring the usage of assigned parking facility(s) and interacting with faculty, staff, student’s visitors, and vendors. The Lead Officer patrols assigned areas and issues tickets to overtime parking violators and illegally parked vehicles. Lead Officer may also assist with vehicle boots and or impounding vehicles parked in tow-away zones or that involve excessive citations in accordance with department policy and procedures.

The Lead Officer will handle difficult situations with parking customers and solve complex problems. Lead Officer may perform preventive maintenance or repairs on parking equipment, traffic speed signs or order new equipment. The Lead Officer will maintain and repair parking meters to operate effectively; collect revenue from parking meters or pay & display kiosks. The Lead Officer oversees repairs, painting, and signage of parking lots at all SLCC campuses.

Lead Officer may set up, take down, maintain, and inventory all equipment needed for special event parking or controlling campus traffic. Lead Officer will operate computer equipment and complex software package.

Essential Duties & Responsibilities & Knowledge Skills & Abilities
  • Must have and maintain a valid Utah Driver’s License.
  • Must be able to lift 50 lbs or more.
  • Ability to pass an extensive background check to obtain and maintain the Terminal Agency Coordinator certificate for the State of Utah, thru the Bureau of Criminal Identification.
  • Pay close attention to details.
  • Perform well and makes appropriate decisions in stressful situations.
  • Must be well organized and professional.
  • Skills with computers, spreadsheets, handhelds, traffic speed signs, pay & display kiosk, parking lot gates & parking apps.
  • Ability to communicate effectively with a broad range of people, ability, culture, ethnic background, to maintain good working relationships across the College.
  • Ability to work with all groups in a diverse academic, socioeconomic, cultural and ethnic background of community college students, faculty and staff, including those with disabilities.
Minimum Qualifications
  • High school diploma or equivalent.
  • Three (3) to five (5) years of related full time experience.
  • Must be certified with the state Bureau of Criminal Investigation Agency.
  • Additional related education/training or work experience may be substituted on a on-to-one basis.
Preferred Qualifications
  • Directs the enforcement team in the patrolling parking lots by vehicle or on foot, to ensure compliance with existing parking policy and procedures.
  • Maintains close communications with other parking officers and dispatching staff using provided cell phones.
  • Uses LPR enforcement equipment for patrolling.
  • Resolve difficult or complicated problems, work with irate students, defuse volatile situations.
  • Supervises full and part time personnel in providing services for all parking operations including training, and scheduling staff.
  • Assigns, and prioritizes workloads of subordinate staff as directed by department manager.
  • Conducts shift briefings and provides instructions.
  • Prepares tools, resources, and tests enforcement LPR and mobile equipment to ensure functionality.
  • Reports all equipment failures to manager or directly to vendor, as needed.
  • Removes vehicle boots and processes appropriate paperwork as directed by management.
  • Ensures all staff is in proper uniform and follows appropriate dress code guidelines.
  • Ensures clock in and out occurs on time and follows proper meal/rest period policies.
  • Enforces parking regulations by issuing citations and administering vehicle boots as necessary.
  • Writes warnings and citations for illegally parked vehicles.
  • Issues citations and warnings for non-compliance with a LPR computer.
  • Impasses, boots, or relocates vehicles as directed.
  • Oversees the collection and security of money received through parking meters, Kiosk machines, and any other means of collecting parking revenues and fees.
