Position: IT Senior Project Manager - MyUtah (Citizen) Portal & AI

Overview

The Division of Technology Services (DTS) has an exciting position working with our digital transparency team as a senior project manager supporting software development. This position supports the statewide business and MyUtah (citizen portal) initiatives and other projects requested by DTS and executive branch agencies. The candidate will work with key stakeholders, build project plans, establish staffing and resource assignments, manage overall progress, provide stakeholder reporting, and adapt to changing business needs of a given project.

This role supports several teams in the chief technology office working on interrelated projects with agency and enterprise-wide impact and significant complexity.

This position is a hybrid role with 2 days per week in-office and participation in mandatory in-office meetings. The office location is Taylorsville State Office Building, 4315 S 2700 W, Taylorsville, UT. Telework eligibility is determined by agency management and may change at their discretion.

Responsibilities
  • Plans and manages a portfolio of projects. Writes and discusses project plans, recommendations, and findings. Supports products offered and used by citizen experience teams.
  • Coordinates resources to support related projects; assists in resolving problems; recommends system changes and establishes project priorities.
  • Coordinates projects and ensures adequate administrative controls, quality, and procedural efficiencies are in place.
  • Meets with agency representatives to determine needs and challenges of related projects.
  • Meets and confers with management, users, and contract providers to resolve problems and coordinate services to support projects.
  • Works with product owners and team members to set goals, establish priorities, manage resources, develop concepts and approaches, and review project progress and results.
  • Leads project status meetings and maintains or updates project tools used by stakeholders as required by the project.
  • Assists with determining feature improvements and updates to service offerings.
  • Serve as the Scrum Master for artificial intelligence and digital transparency teams.
  • Articulate agile project management concepts to team members and stakeholders.
Qualifications
  • Be detail-oriented in their work.
  • Ability to manage multiple tasks and concurrent projects as well as ongoing operational tasks.
  • Act as a primary point of contact and gatekeeper to prioritize and schedule work.
  • Experience in project management and related principles, theories, and practices.
  • Strong communication: speak clearly and concisely; listen; present information verbally and in writing with factual accuracy.
  • Ability to read and understand information presented in writing.
  • Ability to recognize potential problems and understand implications without necessarily solving them immediately.
  • Ability to apply general rules to specific problems to produce sensible results.
  • Ability to arrange tasks in a logical order and pattern according to rules.
  • Using logic and reasoning to evaluate alternative solutions and approaches.
  • Understanding the implications of new information for current and future problem-solving and decision-making.
  • Monitor and assess performance to drive improvements or corrective actions.
  • Awareness of others’ reactions and the ability to reconcile differences and persuade others when needed.
  • Ability to determine how a system should work and anticipate how changes will affect outcomes.
  • Identify measures of system performance and actions needed to improve outcomes relative to goals.
  • Experience with online project management and collaboration tools, preferably Jira and Lucid products.
  • Experience facilitating daily stand-up meetings, sprint planning, sprint retrospectives, and backlog grooming.
Additional Information
  • Employment contingent on passing a drug screening and a background check.

  • Physical demands are generally light; may involve sitting, standing, walking, bending, carrying light items, and driving as needed.
