Overview

This is a unique opportunity to join Utah’s geologic science agency in a lead finance role. The Utah Geological Survey (UGS) is a national caliber science agency within the Utah Department of Natural Resources that serves a broad range of earth and water resources information to private and public decision makers. This position is part of the UGS’ division leadership team, which in addition to the 3-person finance team, includes six Program Managers who are responsible for their program budgets and financial management, relying on input from the UGS’ Finance Manager.

This position thus supports, shapes, and guides the financial health and strategic funding objectives of a diverse group of scientists. This position will allow the successful candidate to build a career helping the UGS meet its mission of disseminating useful, timely, and relevant earth resource information to facilitate Utah’s current and future economic success and growth.

Responsibilities
  • Participate as a member of the division’s management team
  • Manage the finances for a complex science agency that employs 80+ staff
  • Prepare annual budgets including operating budgets and budget closeout using Vantage/Finet, and seek approvals from both executive branch planning and budget analysts and legislative branch appropriators
  • Prepare regular forward-looking budget estimates to inform division strategy
  • Oversee division expenditure authorizations, purchasing, inventory processes, accounts receivable, accounts payable, payroll, and government grant administration
  • Forecast internal revenue derived from tax payments, grants, and other sources
  • Forecast internal expenses related to personnel, travel, project expenses and administrative overhead
  • Review fiscal operations to ensure accuracy and integrity
  • Manage and oversee several finance staff members including a finance analyst and contracts analyst
Required/Minimum Qualifications
  • In-depth understanding of government accounting, budget preparation, and legislative appropriations processes
  • Proficiency with common financial forms such as balance sheets, P&L Statements, cash flow, and other accounting spreadsheets
  • Minimum of five years of experience in the State of Utah finance and accounting system, or other government financial systems or private sector financial systems
  • Direct supervisory experience
Preferred/Additional Qualifications
  • Four-year or higher education degree in finance, accounting or business management or equivalent experience
  • Experience in natural resources management
  • Working knowledge of the state FINET/Vantage system, governing budget prep process, experience with the legislative fiscal analyst office, and knowledge of Utah’s finance rules and procedures
