Overview
The Telecommunications Specialist III – OSP/ISP Telecommunications & Structured Cabling helps plan, coordinate, and implement both inside-plant (ISP) and outside-plant (OSP) telecommunications infrastructure. This role ensures that structured cabling systems, fiber-optic networks, and related technologies align with business objectives, comply with industry standards, and support the strategic direction of executive branch agencies.
This position collaborates closely with agency IT Directors, project managers, civil engineering partners, and technical teams. The position provides architectural oversight, supports the Architectural Review Board (ARB) process, guides technology decisions, and ensures high-quality delivery of telecommunications projects across the organization.
This position is currently a hybrid of both in-office and telework days, with 2 days a week in the office required. Mandatory in-office meetings and travel to locations statewide are required. The office location is at the Taylorsville State Office Building, 4715 S 2700 W, Salt Lake City, Utah. Eligibility for telework is established by agency management and may change at any time for any reason.

Health Insurance - Public Employee Health Program (PEHP):

Retirement - Utah Retirement Systems (URS):
- Employees hired on or after 7/1/2011 with URS have two options for retirement in the Tier II System. Employer contributions to your 401(k) are vested after four years.
- Employees with service credit prior to 7/1/2011 may be in Tier I Public Employees System. Tier 2 Hybrid presents employer contributions equal to 10% of salary across plans (pension and 401(k)).
- Tier 2 Defined Contribution Plan provides employer contributions equal to 10% of salary to a 401(k) plan only.
Paid Time Off:
- Annual leave and sick leave accrue at 4 hours per pay period. Annual leave increases with years of service. There are 12 paid holidays.
The Agency:
The Division of Technology Services (DTS) is a division of the Department of Government Operations (DGO). DTS provides IT services to state agencies and offers services such as Cloud and Datacenter Hosting, Networking, Desktop and Helpdesk Support, Enterprise Security, and business services. It offers products across these services, including data warehousing, business intelligence, desktop-as-a-service, e-mail, VoIP, etc.
Technology & Architectural Leadership
- Develop, oversee, and maintain telecommunications architecture for structured cabling, ISP/OSP fiber systems, and related infrastructure.
- Review and approve architectural and engineering plans, recommending modifications for standards compliance and technical integrity.
- Identify architectural risks and develop mitigation strategies.
- Maintain accurate documentation, including as-builts, cabling test results, network drawings, and technical specifications.
Standards, Compliance & Best Practices
- Ensure compliance with NEC, building codes, safety regulations, fire codes, ANSI/TIA standards, and industry best practices.
- Stay current on evolving technologies, standards, and regulatory requirements through continuous training and professional development.
- Provide guidance to contractors, engineers, and project teams on structured cabling design, fiber-optic systems, pathways, bonding/grounding, and fire stopping requirements.
Inside Plant (ISP) Design & Engineering
- Design structured cabling systems for new and existing facilities, including backbone and horizontal pathways.
- Plan and design telecommunications rooms, equipment spaces, pathways, grounding/bonding systems, and fire stopping provisions.
- Produce design schematics, construction drawings, and engineering documentation.
- Coordinate ISP infrastructure solutions with architects, engineers, consultants, vendors, and internal technical teams.
Outside Plant (OSP) Design & Engineering
- Design underground and aerial fiber routes, cable sizing, counts, and fiber records.
- Develop and maintain route maps, base maps, permit drawings, and as-built documentation.
- Review field conditions and engineering drawings to identify conflicts and engineering challenges.
