The Recovery from Addictions Program (RAP) operated by the Department of Mental Health (DMH) seeks an experienced human services professional to serve as Clinical Addiction & Recovery Team Leader, Human Services Coordinator III (260000JA). The selected candidate will oversee day‑to‑day operations, supervise staff, and provide direct clinical services, including casework, group work, assessment, intake, referral, discharge, and after‑care planning. The role champ ionizes the human rights of clients.

Schedule

40 hours on 1st shift, Monday through Friday, 8:00 AM to 4:30 PM.

Duties and Responsibilities
  • Assist with the overall oversight of the unit’s day‑to‑day function and operations, program development, and quality assurance.
  • Supervise, train, and monitor staff assignments, including milieu treatment groups, individual casework, family work, and other treatment models.
  • Facilitate Treatment Team meetings and oversee the delivery of direct client care (individual counseling, group facilitation, lectures, orientations, discharge planning, and after‑care case management).
  • Supervise workloads, ensure appropriate client service delivery, participate in hiring, evaluate performance, and provide coverage during absences.
  • Provide comprehensive interdisciplinary social services, including casework, service placements, and therapeutic models.
  • Consult community, public, or private agencies; determine transition and discharge plans and identify needed resources.
  • Ensure linkages with after‑care services prior to discharge and facilitate outpatient care access for clients and families.
  • Convey information and explain options to clients, assisting them in choosing appropriate actions.
  • Assess complex information from multiple sources to identify clinical and health care needs and necessary steps.
  • Assist in developing a therapeutic group model, daily schedule, and curriculum evaluation.
  • Review and analyze data, recommend performance improvement initiatives, and complete improvement projects.
  • Participate in staff meetings, case conferences, educational workshops, mandatory trainings, and pursue continued education in substance abuse disorders and related courses.
Required Qualifications
  • Ability to supervise, set limits, enforce rules, policies, and procedures.
  • Capacity to facilitate groups, lectures, and lead staff.
  • Demonstrated understanding of boundaries and ethics.
  • Understanding of the disease concept and evidence‑based practices, current therapies, and/or self‑help programs used to treat addiction.
  • Skill in recognizing the relationship between substance abuse and mental health issues, including trauma and self‑help programs.
  • Keen diagnostic, assessment, and case‑management skills.
Program Requirements
  • Minimum of one (1) year experience working with clients primarily with substance use disorders; knowledge of substance use and treatment systems.
Preferred Qualifications
  • Professional licensure in a human services field (e.g., LCSW, LICSW, LMHC, LADC, CADC).
  • Positive, non‑judgmental, and accepting attitude toward individuals with substance use disorder.
  • Self‑motivated with strong organizational skills and attention to detail.
  • Bilingual or multilingual fluency, given the population served.
About RAP

The Department of Mental Health, in collaboration with the Department of Public Health (DPH) Bureau of Substance Addiction Services, operates a statewide Recovery from Addictions Program for individuals civilly committed by the courts for up to 90 days (“Section 35 commitment”). The program provides acute detoxification and early clinical stabilization, linking clients to outpatient supports and substance use disorder treatment providers upon discharge.
