We are seeking an E-Learning Developer to develop training programs that support successful implementations of Oracle Health (Cerner) Millennium for federal, state, and local government clients. This role will collaborate closely with the training leadership team, subject matter experts, and key partner counterparts to create effective, engaging, and scalable training that meets the needs of diverse user groups across IHS.
Key Responsibilities- Develop e-learning to support an Oracle Health/Cerner EHR implementation.
- Work closely with clinical, revenue cycle SMEs, project management, and leadership teams to understand business needs, workflow integrations, technical and accessibility requirements for e-learning.
- Use design tools such as Articulate Storyline, Rise, Adobe Creative Cloud, or Vyond to develop e-learning, work with SCORM files, and upload to LMS.
- Develop and integrate multimedia elements (animations, voiceovers, screen captures, videos, graphics) into e-learning modules.
- Customize e-learning to be role‑ and site‑specific to meet the needs of different user groups.
- Ensure e-learning meets 508 accessibility requirements, including testing and revision as needed.
- Create and maintain detailed documentation for the development and revision process and implement recommended improvements based on internal and external feedback.
- 5 years of experience with large‑scale technology rollouts, preferably with EHR systems (Oracle Health/Cerner).
- Bachelor’s degree required (or 9+ years of related experience can be substituted for a degree).
- Experience with Articulate Storyline and/or Adobe Captivate required.
- Knowledge of Learning Management Systems (LMS) and e‑learning best practices required.
- Video and audio editing experience required.
- Familiarity with SCORM for tracking learner progress required.
- Must be authorized to work in the U.S. and able to obtain and maintain a government clearance of at least a public trust.
- Experience with Microsoft Office Suite and manipulating PDFs required.
- Instructional design experience.
- Familiarity with ADDIE, SAM, agile frameworks, Kirkpatrick Evaluation Model, and 508 accessibility compliance.
- Adobe Creative Cloud or Vyond experience.
- Federal government experience.
- Works remotely.
- Salary range: $100,000 – $125,000 (annualized USD). Total compensation includes medical, dental, vision, life, and disability insurance, 401(k), holidays, and paid time off.
- Position remains open for 120 days or until filled.
