Job Description - Senior IT Project Manager - CONTRACTOR (IT 00001E)
Under the general direction of the Senior Manager, PMO, the Senior IT Project Manager is responsible for managing and coordinating technical professional resources involved in the analysis, development, coordination, implementation, and documentation of new or existing information systems. This will be a temporary role to support Enterprise Resource Planning and Human Capital Management cloud transformations. The Senior IT Project Manager oversees project timelines, resource allocation, and budgets while facilitating effective communication among stakeholders to ensure that project objectives are met and aligned with organizational goals.
*** This position is a full-time, long-term temporary role lasting approximately 14-16 months.

ESSENTIAL FUNCTIONS- Prepares comprehensive project plans and schedules, coordinating requirements, tasks, work assignments, and resources to ensure project integrity and alignment with organizational objectives.
- Oversees the formulation of project objectives and system development requirements, ensuring they meet strategic business goals.
- Actively participates in project development as needed, providing technical expertise and leadership to drive project success.
- Provides advanced technical guidance and mentorship to project staff to ensure the successful execution of projects and the development of team capabilities.
- Monitors activities performed by project staff, ensuring that all deliverables and documentation adhere to departmental standards and best practices.
- Prepares and reviews detailed specifications for information systems to guide development, implementation, and integration efforts.
- Develops comprehensive plans for testing and implementing systems and monitors these processes to ensure that desired results are achieved.
- Facilitates work processes for project teams, employing various methodologies such as Waterfall, Agile, and SCRUM to optimize workflow and productivity.
- Conducts regular project status meetings with stakeholders, providing updates and addressing any concerns or changes to project scope or timelines.
- Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS- In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
- Complies with all HCAA Policies, Procedures, and Standards.
Bachelor’s Degree in Computer Science, Computer Information Systems, Business Administration, Mathematics, or a related field.
Four (4) years of experience in information technology roles leading strategic initiatives, managing technology projects , or similar experience.
Project Management Professional (PMP) certification.
Or equivalent combination of education, training, and experience.
Must possess a valid Florida Driver License.
PREFERRED QUALIFICATIONSExperience leading ERP and/or HCM cloud transformations.
KNOWLEDGE, SKILLS, AND ABILITIES- Knowledge of program, product, and project management (PM) methodologies, including Agile and waterfall approaches.
- Knowledge of project planning tools and software, demonstrating evidence of practical application in managing projects.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective working relationships with others within and outside the Authority.
- Ability to handle restricted, sensitive, and confidential information.
- Ability to provide outstanding customer service, serve the public, and represent the Authority with courtesy and professionalism.
