Purpose:
The Payroll Administrator II is a key member of the University’s Payroll Services team, responsible for supporting payroll processing and ensuring the accuracy and integrity of payroll data. This position coordinates and analyzes payroll discrepancies, assists with off‑cycle and over payment processing, conducts data analysis and documentation, supports garnishment administration, and reviews data integrity reports to identify and resolve issues. The role requires a strong focus on payroll accuracy, compliance, and employee customer service, working collaboratively with HR, Accounting, and departmental partners to ensure timely and precise payroll operations.
Responsibilities
PrimaryJob Duties:
- Review, reconcile, and audit payroll data including hours worked, earnings, deductions, benefits, and tax with holdings.
- Responsible for sending post‑confirm query results to various areas post payroll confirmation.
- Partner with HR and department representatives to resolve data or calculation discrepancies before payroll runs.
- Research, validate, and document payroll over‑payments in accordance with university policy. Prepare over payment recovery communications and repayment options, coordinate repayment tracking with employees and the University Controller’s Office to ensure timely recovery and financial reconciliation.
- Process and maintain employee wage garnishments in compliance with federal and state regulations, including child support, tax levies, and other court‑ordered deductions.
- Verify receipt and accuracy of garnishment orders, set up and terminate deductions within Oracle HCM, and ensure timely remittance to appropriate agencies.
- Communicate with agencies and employees as needed to clarify requirements and maintain compliance with all legal and university obligations.
- Provide excellent customer service to employees and department representatives by addressing pay inquiries, deductions through a ticket platform and general inquiry emails.
- Support internal and external payroll audits by providing documentation and detailed transaction reports.
- Support system testing and validation activities related to payroll processing, including quarterly Oracle HCM patches, configuration updates, and functional enhancements.
- Contribute to standardization and documentation of payroll operating procedures.
- Support continuous improvement initiatives in payroll. Identify and recommend system or process enhancements to improve efficiency and accuracy.
- Monitor compliance with IRS, DOL, and state tax regulations.
- Ensure compliance with federal, state, and university payroll, wage, and hour regulations.
- Perform other duties as assigned.
Qualifications
- This position requires a Bachelor’s degree in a related field.
- Bachelor’s degree in Accounting, Human Resources, Business Administration, or a related field; or an equivalent combination of education and experience + 2 years relevant experience.
- Experience with Oracle HCM Cloud or similar enterprise HR/payroll systems.
- Experience in higher education or large, multi‑entity organizations.
Degree Equivalency Clause:
Four years of direct experience for a bachelor’s degree.
