Summary Description:

The Payroll Manager is responsible for overseeing payroll operations in the United States and eventually Canada, ensuring timely and accurate processing of payroll while adhering to local and federal regulations. This role manages a team of 6-10 payroll professionals, providing guidance, performance management, and professional development opportunities. This role manages complex payroll issues, upholds standard operating procedures for payroll processing, and ensures adherence to withholding tax regulations.

Essential Functions:

  • Oversee Daily Payroll Operations: Supervise all aspects of daily payroll operations for the United States, including processing payroll for union and non-union employees. Ensure compliance with state and federal laws, tax regulations, and company policies.
  • Manage Payroll Staff: Lead and mentor a team of 6-10 payroll staff, including workload allocation, training, and performance evaluations. Handle hiring decisions, evaluate performance, and recommend personnel actions. Develop and document training procedures.
  • Coordinate Payroll Production: Oversee the processing of weekly, biweekly, and special compensation payrolls, and manage the issuance of off-cycle payrolls.
  • Ensure Compliance and Accuracy: Ensure that payroll operations comply with local, state, and federal regulations, including withholding taxes and reporting requirements. Review and verify payroll calculations for accuracy and timely disbursements.
  • Handle Complex Payroll Issues: Address and resolve complex payroll issues and employee inquiries promptly.
  • Maintain Confidentiality: Ensure the confidentiality of sensitive payroll information.
  • Ensure SOX Compliance: Verify that the payroll department adheres to SOX compliance standards.
  • Audit and Analyze: Conduct regular audits to ensure adherence to internal controls and compliance standards. Analyze operations, procedures, and policies to ensure accuracy and efficiency.
  • Collaborate with Business Partners: Collaborate with HR Finance to validate the financial impact of processed payroll. Work with HR business partners to ensure efficient execution of projects.
  • Assist with System Changes: Serve as a subject matter expert in testing payroll-related system changes and upgrades.
  • Manage Customer Service: Research and respond to payroll-related inquiries to ensure high-quality customer service.
  • Required Skills and Competencies:

  • Extensive understanding of payroll processing, tax regulations, and compliance requirements.
  • Demonstrated experience in managing and developing a payroll team.
  • Strong problem-solving abilities with keen attention to detail.
  • Ability to interact effectively with employees and cross-functional teams.
  • Professionalism and discretion in handling sensitive payroll information.
  • Capacity to handle multiple tasks and work efficiently under tight deadlines.
  • Education and Experience:

  • Bachelor’s Degree in Human Resources or related field is preferred.
  • Experience managing multi-state payroll.
  • Must be proficient with California State regulations.
  • Proficiency in using Microsoft Office 365 applications (e.g., SharePoint, Excel, Teams).
