Position SummaryThe Florida Center for Behavioral Health Workforce (FCBHW) was commissioned by the Florida Legislature through Senate Bill 330 (2024) "to support an adequate, highly skilled, resilient, and innovative workforce that meets the current and future human resources needs of the state’s behavioral health system in order to provide high-quality care, services, and supports to Floridians with, or at risk of developing, behavioral health conditions through original research, policy analysis, evaluation, and development and dissemination of best practices."
The FCBHW is proudly housed at University of South Florida in the College of Behavioral and Community Sciences.
The Policy Analyst reports to and works alongside the Executive Director to actualize FCBHW’s mission and legislative charge. This role supports the development of policy recommendations, the evaluation of enacted policies, and the monitoring of policies and legislative initiatives. As part of our mission to translate data and stakeholder insight, the Policy Analyst will conduct research, analyze policy issues, and collaborate with FCBHW colleagues to advance the center’s objective of growing, retaining, and innovating Florida’s behavioral health workforce.
Salary$71,100 - $86,000
Responsibilities- Conduct independently initiated and team-requested in-depth research on state and federal health care, education, and workforce policy.
- Independently monitor and analyze public comments, bills, and other legislative initiatives and policies relevant to the work of the center.
- Collaborate in research examining implementation and effectiveness of relevant policies.
- Assist with translation of center research into policy recommendations.
- Independently and collaboratively prepare reports, presentations, and policy briefs.
- Perform additional duties as assigned.
- Bachelor’s degree in a related field (e.g., political science, law, public policy or public administration, health affairs).
- 2-3 years of demonstrated experience conducting policy research and analysis.
- Intermediate experience with policy development and/or management preferred.
- Policy research and analysis, including interpretation of legislation, regulations, and policy proposals.
- Synthesis of multi-sourced data and translation of research and evidence into actionable policy insights and recommendations.
- Technical and legislative writing, including preparation of clear, accurate policy briefs, reports, and summaries for diverse audiences.
- Working knowledge of Florida’s legislative process and state policy making structures, particularly in health, education, or workforce policy, preferred.
- Ability to synthesize complex policy information into clear, concise written and verbal briefings.
- Ability to work independently and exercise sound judgment on significant matters.
- Strong time management, organizational, and prioritization skills; detail-oriented and proactive.
- Skilled in problem-solving and producing accurate, high-quality work under tight deadlines.
- Advanced writing and editing skills with adaptable style.
- Collaborative team player with excellent interpersonal and communication skills.
- Environment – Typical indoor environment/office setting.
- Physical Requirements – climbing, standing, stooping, and/or typing;
Ability to lift up to 20lbs as needed. - Travel – Ability to travel to other USF campuses and/or other locations as required.
