Responsible for providing strong leadership to ensure safe, efficient and cost effective methods are in place for all line clearance activities associated with the construction and maintenance of Tampa Electric Company's (TEC) transmission and distribution systems. Also responsible for driving change and promoting continuity of line clearance oversight across the services areas. This includes responsibility for line clearance contracted personnel, assigned budgets, equipment, and implementation of proper line clearance methodology.
Responsibilities may also include the daily coordination of clearing for new construction, transmission and distribution maintenance activities and the transmission mowing and herbicide application programs.
- Perform Line Clearance Arborist duties (30%)
- Act as the Line Clearance subject matter expert for FERC/NERC/FRCC and Florida Public Service Commission (FPSC) matters, including preparation of the Transmission Vegetation Management Plan (TVMP), Annual Storm Hardening Report and related audit requirements. (10%)
- Act as the departmental expert on key industry trends related to information technology, equipment advances, and resource allocation methodologies; independently perform data analysis of departmental metrics, maintain work specifications and compare with peers within industry. (10%)
- Independently manage large projects and road widenings including contract and scope development, price negotiation and contractor field management. Possess ability to coordinate activities related to right‑of‑way maintenance beyond line clearance such as road construction, drainage and site preparation. (10%)
- Make recommendations to management on key issues related to Line Clearance such as governmental and community relations, proper application of industry standards, and budgeting. Establish productive relationships with key local stakeholders and constituents such as local governmental agencies and public interest groups. Assist with Land Use Committee requests and resolutions, lead efforts towards industry recognition such as the Tree Line USA award.
(20%) - Serve as mentor to Line Clearance Arborists regarding daily crew work, contractor resource allocation, performance standards, callout response, etc. (10%)
- Participate in mutual assistance storm trips as needed, back‑up the Line Clearance Manager in his/her absence and miscellaneous duties as assigned. (10%)
Indirect Supervision:
Oversight of line clearance contracted employees, including quality, safety and productivity. Serve as the liaison between TEC and contractors to assist in the resolution of daily concerns. Line Clearance Arborists and the Transmission Field Specialist.
Interacts with all levels of employees in Energy Delivery (including Planning & Scheduling, System Service, Distribution & Transmission Engineering, Project Management, Joint Use, Lighting, and others). Interactions with departments external to ED include Community Relations, Customer Service, Regulatory, Real Estate, Contracts, Environmental and Telecommunications.
Key ExternalCustomers and representatives from local government and municipalities for the purposes of work completion. Interact and manage all levels of contract personnel, vendors and others.
Qualifications EducationRequired:
High School Diploma or GED
Preferred:
Bachelor of Science Degree in Forestry, Horticulture or related field from an accredited university.
Required:
International Society of Arboriculture (ISA) Arborist or Utility Specialist certification is required or must be obtained within one year of starting the position.
Preferred:
State of Florida ROW herbicide applicator license.
