Job OverviewThe incumbent manages the installation Emergency Management (EM) program. Tasks include reviewing and providing commenting on various installation and unit emergency and contingency response plans, as well as coordination on installation Chemical Biological Radiological Nuclear (CBRN) Survival Skills planning, training, response, and operations. The primary missions of the Installation EM program are to save lives; minimize the loss or degradation of resources;
and continue, sustain, and restore operational capability in an all-hazards physical threat environment. The flight conducts and documents installation EM and CBRN training. The flight also conducts emergency and contingency response operations. Finally, the flight manages the installation EM, CBRN, and unit Prime BEEF deployment program. Assists supervisor in regular and unique situations and problems. Identifies and reports safety, environmental and other work requirements for resolution.

The following are essential duties and job functions:
- Reviews, develops and/or updates planning documents. Determines requirements; collects data; performs analysis; coordinates with affected agencies; prepares, updates, and maintains planning documents and associated checklists. Primary OPRs for development, publication, and maintenance of CE Contingency Response Plan, 10-201, Installation Emergency Management Plan, 10-2.
- Responds to contingency or disaster. Receives and evaluates notification; manages, activates, maintain, and support the Emergency Operations Center (EOC).
- Establishes unit control center. Develops/coordinates emergency response procedures, status charts, and checklists. Trains personnel assigned to UCC duties. Serves as EM representative to UCC when required.
- Participates in contingency/disaster exercises. Assists Base exercise program(s) in the development of scenarios, receives and assess notification; helps activate and man control center/Disaster Control Group; assembles personnel; prepares equipment; establishes command and control operations; assists BCE and EOC Director and staff.
- Manages training programs. Supports installation EM/CBRN training requirements; develops training material; revises training material; prepares training schedules; processes training report and metrics; and maintains training lesson plans.
- Conducts DP training; secures equipment; processes completion notification; and updates training in Automated Civil Engineer System (ACES).
- Assist the installation Wing Inspection Team (WIT) as subject-matter-experts by conducting installation EM Self-Assessments on installation units. Reviews requirements; identifies deficiencies; performs trend analysis; develops recommendations; prepares reports; briefs installation staff; and assist WIT with follow-up action.
- Conducts EM Program Reviews. When requested by unit commanders assist base agencies with their unit EM program; develop unit checklist; developing unit CBRN training schedules; developing EM, Hurricane and Shelter In Place (SIP) checklists; in-briefs commander; performs trend analysis; out-brief commander; provides report on recommended corrective actions.

Mandatory:
- High School Diploma or equivalent.
- Five (5) years of relevant work experience.
- Completion of the AETC Readiness Apprentice Course.
- Knowledge of directives governing the EM Program.
- Knowledge of the CBRN warfare defense and response procedures.
- Ability to analyze EM data and reports.
- Ability to obtain and maintain a Secret Security clearance.
- Ability to acquire and maintain government identification/common access card.
