Thisis highly responsible work in supervising code enforcement staff and Neighborhood Enhancement maintenance crews.

Nature Of Work

Employee sin this class, under general direction, perform demanding and sometimes hazardous work in exercising supervision over a designated geographical area ofthe City and assigned inspectional officers providing code enforcement related health, safety and welfare functions, the inspections and enforcement of structural standards for code compliance of existing residential and commercial buildings,zoning enforcement, foreclosure registry program enforcement, sign enforcement, stormwater regulation enforcement, parking enforcement and administrative and related support activities.

Additionally,they are responsible for planning, organizing, coordinating, and supervising grounds maintenance, cleanliness and sanitation activities for vacated homeless camps, illegal dumping, maintenance of parkways, medians, vacant lots, andrelated grounds and structures. Work is of considerable difficulty and requires the exercise of extensive initiative and independent judgment. Participates asmember of the senior team in the formulation, implementation, and direction ofbroad policies and programs. Coordinates the training and development of lower level employees.

Work is reviewed through staff conferences, oral and written reports, and results achieved.

Examples of Duties

Supervises a designated enforcement area with personnel performing systematic patrol inspections and responding to calls for services regarding hazardous and unsafe situations, such as structural failure, building collapse, compromised structural integrity or other imminent danger situations protecting life and property, enforcing environmental codes, property maintenance codes, zoning codes, stormwater codes, parking codes, and signcodes; supervises a code enforcement area and programs with personnel assigned to various specialty areas as systematic inspections, condemnations, criminal &civil code court, municipal code hearings, zoning and vendor enforcement, sign enforcement and environmental public nuisance enforcement;

analyzes and interprets staffing efficiency and effectiveness; responds to critical incidents that occur, conducting field activities as needed. Conducts field inspections of emergency situations, and issues emergency orders, as warranted.

Directs staff and/or contractors responsible for working in coordination with related city departments and other resources, to ensure hazardous situations are resolved immediately, ensures that the streets,sidewalks, alleys, rights-of-way, parks, parking lots, vacant lots, and other areas of the city are clean, free of litter and debris; is responsible for receiving and acting on requests, complaints and suggestions for improving thecity’s aesthetics and cleanliness; develops short- and long-range strategies and partnerships for keeping the district clean and appealing to tourists,visitors and patrons.

Assists with the relocation process for citizens when emergency conditions warrant immediate removal from their home.

Conducts periodic checks of assigned district; reviews workwhile in progress and upon completion to ensure conformance with standards;inspects areas to ascertain needs and note for future inclusion in work schedules; serves as liaison with representatives of other city departments and community groups to arrange support and cooperation for programs and events in assigned area.

Determines needs and directs and participates in training and career development of staff; formulates recommendations as appropriate;prepares activity reports; develops tactical plans to combat public nuisance problems and appraises the techniques used to determine their effectiveness.

Plans, assigns, supervises, and reviews work of subordinates; completes evaluations; reviews and approves training, leave andother requests; administers discipline when required; serves as a respondent inthe grievance process.
