Job Title: IT Portfolio Manager
Job Type: 12-Month Contract
Job Location: Tampa, FL (Remote)

Role Summary
The Delivery Portfolio Manager is accountable for the end-to-end performance of a portfolio of delivery initiatives (digital, operational, or transformation), ensuring they are strategically aligned, properly funded, forecasted, governed, and executed. This role sits at the intersection of delivery leadership and financial management; owning portfolio-level budgeting, forecasting, variance management, investment governance, and benefits tracking while providing leaders with decision-ready transparency on what our customer is getting for its investment.

Key Responsibilities

  • Portfolio Strategy, Intake & Prioritization
    • Translate our client’s business priorities into a coherent portfolio roadmap and sequencing plan across initiatives and value streams.
    • Operate a structured intake/demand process that connects ideas to funded work with clear outcomes and sponsors.
    • Facilitate prioritization using value, risk, compliance, capacity, and funding constraints; recommend start/stop/continue actions.
  • Financial Management & Investment Governance (Core of Role)
    • Own portfolio financials across CAPEX/OPEX (and where applicable, capitalization policy alignment), including annual planning and rolling reforecasting.
    • Maintain a portfolio financial “system of truth,” including budget vs. actuals, burn rate, run vs. change, and forecast accuracy.
    • Perform variance root cause analysis and surface financial risks (scope creep, vendor overrun, dependency delays) with mitigation options.
    • Support governance rhythms (e.g., Quarterly Planning Events) ensuring initiatives have clear lean business cases, cost drivers, measurable outcomes, and owners.
    • Partner with Finance, Procurement, and initiative leaders to enforce controls, transparency, and compliance expectations consistent with our customer’s integrity and records standards.
  • Delivery Oversight & Portfolio Health
    • Provide portfolio-level oversight across multiple teams, tracking delivery confidence, milestones, dependencies, risks, quality, and readiness to deploy.
    • Establish lightweight governance that improves throughput and decision velocity, without slowing delivery.
    • Drive early escalation with clear options and tradeoffs across scope, schedule, cost, and quality.
  • Capacity, Resource & Portfolio Planning
    • Build portfolio capacity plans aligned to demand, proactively surface bottlenecks and cost impacts.
    • Ensure vendor investments align to portfolio outcomes, budgets, and controls in our customer’s global operating context.
  • Benefits Realization & Value Tracking
    • Define value measures for initiatives (OKRs/KPIs) and establish baselines, track benefits delivery and realization over time.
    • Make benefits visible post-delivery—identify drift between expected and realized outcomes and drive corrective action.
  • Reporting & Transparency
    • Deliver crisp, decision-ready reporting on portfolio performance (delivery + financial), top risks/dependencies, and investment tradeoffs with recommendations.
    • Build trust through “no surprises” reporting aligned to our customer’s culture of integrity and responsible stewardship.
  • Safety, Risk & Integrity
    • Ensure portfolio governance respects our customer’s expectations for health, safety, ethical conduct, and accurate records.
    • Promote a speak‑up culture and proactively manage delivery risks that could impact operational integrity, compliance, or stakeholder trust.
  • Required Qualifications
    Experience:

    • 5+ years of experience in IT portfolio delivery management with direct accountability for budgeting, forecasting, and investment governance.
    • Demonstrated strength in financial modeling, variance analysis, and forecasting.
    • Experience operating in a large organization with global stakeholders and multiple business segments.
    • Advanced proficiency in Excel and portfolio reporting (Power BI strongly preferred).
    • Experience working with Agile, Scrum, and Kanban.

    Preferred Qualifications

    • Bachelor’s degree in information technology, Business Administration, finance, or a related field.
