The Program Cost Control Manager for Tactical Systems is responsible for driving execution of production cost to Budget. Scope includes management of cost and schedule across multiple programs through the use of estimates at complete (EACs) and risk and opportunity (R&O) across operations, supply chain insight, quality, and production management. The multiple contracts require the production and delivery of major end items.

Responsibilities include ensuring programs execute to the Integrated Master Schedule (IMS) to manage the program and monitor cost and schedule performance on a weekly/monthly basis, utilizing the monthly latest revised estimates (LRE) process and EAC process to ensure performance to the baselines and manage risk and opportunity for each program, supporting leadership with any help in identifying cost or schedule issues through the use of risk and opportunity impacting each program across the product line.


Responsibilities to Anticipate:

  • Comprehension of Government Awards & Modifications and the ability to transform proposals into budgetary models for execution.
  • Lead EAC process for programs and functional requirements and develop ETC inputs for the production control accounts.
  • Work with the PMO group to develop a cadence for information update and review that aligns with Program objectives.
  • Monitor and assess Inventory Movements and demonstrate capabilities to work with Purchasing and Accounting to ensure costs are aligned properly.
  • Interface with General Accounting to Code and Reclass costs as required and make sure that project commitments and labor are trending as forecast.
  • Project Cost Accounting, including Project Task/WBS setup to align with Contractual WBS elements.
  • Integrate with FP&A Group to provide variance analysis and risk assessment based upon current Goals & Objectives.
  • Drive corrective action plans.
  • Manage Risk & Opportunity; directly tying risk and opportunity to variances, managing both capture and mitigation plans.
  • Develop input, analysis and presentation of LRE to each of the program offices.
  • Support the achievement of the business financial goals: driving optimal control account performance through the CBT work packages to maintain alignment with the program office metrics.
  • Basic understanding & comprehension of EVMS.


Qualifications You Must Have:

  • Bachelor's degree and 8 years of prior relevant experience OR an Advanced degree and 5 years of relevant experience.
  • Experience with financial and accounting applications such as EAC build and monitoring, cost estimating and/or cost allocation.
  • Experience working within DoD Programs within a production environment.
  • Prior experience in hardware procurement and/or production of complex products.
  • Experience preparing data and ownership/self-governance.
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
