Summary
Research Financial Analyst II — with moderate oversight, an experienced professional role that manages all phases of research award administration including pre and post award. Primary function involves research fund portfolio management, including budget forecasting, monitoring utilization for fiscal compliance, resolving accounting issues, and providing direct financial advisory services. Acts as a liaison between Principal Investigator, central Sponsored Award offices (Office of Sponsored Research and Research Finance), and various Moffitt departments to manage awards through their life cycles.
Knowledge of sponsor reporting requirements and institutional guidelines is required, with potential to mentor junior team members as expertise grows.
- Grant Submission Budget Preparation:
- Collaborates with Grant Administrators, Principal Investigators, and other support staff to review/coordinate aspects of grant submission, and provide guidance with budget and budget justification.
- Active Grant Management:
- Performs financial analysis on a complex PI portfolio of accounts and provides guidance on strategic planning to maximize budget utilization in a fiscally responsible manner.
- Develops forward-thinking forecasts based on historical spending trends, future planned spending, and overall funding portfolio.
- Reconciles actual spending against approved budget, rebudgeting as necessary and allowed throughout the grant cycle.
- Advices on the allowability of costs charged to a grant and works with peers and Research Finance to resolve complex accounting issues.
- Identifies and prevents projected overruns, preparing appropriate cost transfers as needed throughout the grant cycle.
- Coordinates with the Office of Sponsored Research (OSR) and Research Finance (RF) to facilitate timely award activation.
- Identifies, proposes, and implements creative solutions to potential grant issues.
- Maintains and monitors institutional match funds, as required by specific funding mechanisms.
- Facilitates budgetary controls related to varying expenditures including equipment, clinical trials, animal work, etc.
- Grant Close-Out:
- Partners with Purchasing, Accounts Payable, and other departments to ensure incurred expenses are liquidated timely for appropriate closeout of all expired projects.
- Collaborate with Research Finance to address grant close-out items.
- Stays current with all new and existing regulatory requirements and institutional policies/procedures, and keeps PIs and department leadership informed of changes.
- Verifies and ensures fiscal compliance of expenditures per terms and conditions specified by the funding mechanism.
- Manages faculty and staff effort appointments by considering PI recommendations, budget projections, and award-specific effort requirements; ensures alignment with OMB Circular A-122 and NIH salary cap guidelines.
- Coordinates regularly scheduled time/effort reports to ensure accuracy and compliance with guidelines.
- Manages regulatory compliance related to Comparative Medicine, Institutional Review Board (IRB), etc., as it pertains to the funding mechanism.
- Ensures proposal compliance with Division and grantor policies and procedures, as well as those of subcontracting institutions.
- Coordinates with the Moffitt Foundation to request and manage donations received to support research-driven initiatives.
- Works with Financial Analysis Research Operations for set up and management of operational dollars.
- Collaborates with Research Division Administration leadership on initiation of new positions, replacement positions, and termination of positions, depending on funding availability.
- Collaborates with Innovation Office and Alliance Relations on the management of Industry Sponsored agreements.
- Responsible for working with Department Chairs, Program Leaders, and other Research leadership to prepare and manage department or program-specific budgets.
- Works daily with Office of Sponsored Research, Research Finance, Grant Administrators, and PIs on a daily basis in management of grants and ensuring compliance.
- Mentors junior staff (Research Financial Analyst I & Assistant) by providing guidance and support to catalyze development and advancement.
- Represents Department in grant-related matters and audits accounts as assigned for consistency.
- Analyses financial data and develops comprehensive reports to present key financial metrics.
- Provides feedback on the implementation of new systems and processes to facilitate all aspects of grant management.
- Bachelor’s Degree - field of study:
Business Administration, Finance, or Accounting - 3 years of financial experience (forecasting, budgeting, analysis, etc.), including at least 1 year of extramural funding management experience (e.g., NIH, State of Florida, Foundation)
Preferred Exp: 2 years of extramural funding management experience
