This is highly professional, technical work of an engineering and construction nature involving examination of residential and commercial building construction and site plans for compliance with floodplain statutes, codes and ordinances.

Nature Of Work

An employee in this class is responsible for performing technical reviews for quality control of considerable difficulty on professionally prepared documents for all proposed residential and commercial construction projects for compliance with Florida Building Codes, Federal, State and Local Flood Codes and guidelines as required. Responsibilities include determining conformance with current Flood regulations from applications submitted prior to the issuance of construction permits.

Employees review all new construction, additions, alterations and changes of use with regards to the NFIP and flood codes. Under general supervision, employees perform assignments requiring the exercise of considerable initiative and independent judgment in interpretation of state statutes, model codes, and municipal ordinances as they relate to the determination of conformity of construction documents. Considerable tact, courtesy, and impartiality are necessary in dealings with contractors, engineers, architects, inspectors, and the public.

Work is reviewed through periodic conferences, observation, production output, reports submitted, and field inspector feedback.

Examples of Duties

Examines construction documents (plans, specifications, etc.) for compliance with the Federal Emergency Management Agency (FEMA) National Flood Insurance Program (NFIP), Municipal Building, local flood codes, the Florida Building Code, and related technical codes, and assist the plan review staff in administration and coordination of the Community Rating System (CRS).

Discusses technical requirements of plans with engineers, contractors, builders, or property owners and approves or disapproves; suggests modifications and calls for corrections to plans as necessary; and returns plans for corrections and resubmission.

Reviews and evaluates drawings and specifications to determine minimum code compliance with flood-resistant design and construction requirements.

Provides NFIP & CRS education and advice to Building Construction Services Staff.

Makes substantial improvement and substantial damage calculations and disseminates corrective options to the applicant.

Reviews in detail and checks all plans and specifications for compliance with Federal, State, and local rules and regulations for floodplain management and coastal construction, effective in the City prior to issuance of building permits for proposed building construction, land use, or building development modifications.

Interprets FEMA regulations, National Flood Insurance Program (NFIP), Flood Insurance Rate Maps (FIRM), flood provisions of the Florida Building Code local flood codes, Elevation Certificates, Flood Resistant Design and Construction regulations.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: the National Flood Insurance Program, Community Rating System, land use planning, building codes and enforcement, drainage laws, flood hazard mapping methodologies, intergovernmental cooperation, disaster and post-disaster recovery.

Knowledge of: the Florida Building Code, American Society of Civil Engineers (ASCE)
-24 and other City laws and ordinances;
Flood Insurance Rate Maps.

Ability to: observe, comprehend, narrate, and instruct; interpret construction related codes and standards and uniformly enforce regulations with tact and impartiality; read, interpret, and understand; accurately read Flood Insurance Rate Maps; review elevation certificates and related permit applications to determine compliance with floodplain management requirements; keep accurate records and to prepare a variety of reports; communicate effectively, both verbally and in writing;

make independent decisions when required; organize information and effectively present recommendations orally and in writing; follow oral and written instructions, prepare clear, concise, and accurate reports; establish and maintain effective working relationships with other employees, members of the construction industry, and the general public.

Physical Requirements

Mostly sedentary, indoors, some occasional field work; requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from an accredited college with a bachelor’s degree in building construction, engineering, architecture or related field and five (5) years of experience in building construction, architecture and engineering activities to include three (3) years of experience in Floodplain Management and ordinance administration; OR An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to…
