Overview

Apogee has an exciting new opportunity for a Senior Acquisition Analyst in support of Special Operations Forces Acquisition, Technology and Logistics (SOF AT&L) Program Executive Office for Fixed Wing (PEO-FW). This is a full‑time opportunity located at Mac Dill AFB, FL.

Responsibilities
  • Develop research, development and acquisition management system documentation, including Statements of Work (SOW), Performance Work Statements (PWS), System Acquisition Management Plans (SAMP), Acquisition Strategies (AS), Acquisition Program Baselines (APB), Acquisition Decision Memorandums (ADM), test and evaluation plans, fielding and deployment releases, program protection plans, spend plans, Technology Insertion Roadmaps, Transition Agreements, Congressional Briefings, and Program Objective Memorandum (POM) planning documents.
  • Collect and analyze metrics and requirements from supported organizations.
  • Develop elements of program acquisition strategies.
  • Support or conduct portions of market research.
  • Keep program information current and organize data to submit to management for decision‑making.
  • Prepare reports and briefings on program status, policies, and procedures to support acquisition program milestones.
  • Support cost/benefit analysis.
  • Analyze program effectiveness and efficiency, and develop recommendations to improve operations.
  • Answer data calls and inquiries on program policies and procedures.
  • Monitor programs to ensure compliance with policies and procedures.
  • Manage program POM, budget preparation, and financial execution per policies and procedures; formulate mitigations to deviations and unfunded priorities as necessary.
  • Coordinate program information with personnel.
  • Interpret regulations and directives to determine impact on programs.
  • Determine requirements; develop goals and objectives to accomplish program mission, support government counterparts to ensure execution of programs, and modify policies and procedures based on regulatory changes.
  • Research ways to eliminate bottlenecks and barriers to production; support government counterparts in developing solutions to program issues.
  • Oversee the allocation of resources based on program requirements.
Qualifications

Minimum Experience:

  • US citizenship.
  • TS clearance with SCI eligibility (must be maintainable).
  • DAWIA Practitioner (formerly Level III) or equivalency in Program Management, Engineering, or Test & Evaluation, or ability to obtain within 6 months of hire.
  • Bachelor’s degree in acquisition, business, or related field.
  • 10 years working in federal government acquisition programs.
  • Demonstrated experience preparing Program Objective Memorandum submissions and briefings for DoD acquisition programs.
  • Demonstrated experience in a DoD Program Management role with in‑depth resource/financial management expertise and familiarity with DoD Financial Management systems and regulations.
  • Working knowledge of the Defense Acquisition System per DoD Instruction 5000.02.
  • Knowledge of price and cost analysis sufficient to review proposals, expenditures, and established rates to determine price reasonableness or negotiate positions; ability to apply funding rules for multiple appropriations.
  • Experience coordinating and integrating across multiple programs (cross‑program/horizontal integration).
Preferred Experience

Education and Experience: Master’s degree in Business or Acquisition and 10 years of federal acquisition experience.

  • Knowledge of SOF‑unique acquisition processes.
  • Experience staffing SAMPs, APBs, and 70‑1 documents for projects, combat evaluations, and studies.
  • Experience staffing FM worksheets for AF9 and DD448 funding, spend‑plan building, market surveys, and technical evaluations.
