The Opportunity
TECKpert's client, a government agency in Tallahassee, FL, is seeking a Business Analyst to support a full lifecycle Agile development team. This role partners with subject matter experts and stakeholders to translate strategic and operational needs into actionable business and technical requirements, drive thorough user needs assessments, and produce high-quality documentation aligned with organizational standards.
Primary job duties include, but are not limited to:
- Conduct end to end business analysis across ideation through project approval.
- Elicit, analyze, and document high level business requirements and translate them into technical requirements in collaboration with technical teams.
- Perform as-is and to-be analysis, process modeling, and impact analysis.
- Facilitate workshops and stakeholder working sessions to elicit and prioritize requirements.
- Develop business cases, feasibility studies, cost estimates, and documentation to support funding decisions.
- Create and maintain functional documentation including process flows, business rules, use cases, test cases, technical overviews, and context diagrams.
- Partner with stakeholders to assess feasibility, prioritize demands based on business value and strategic alignment, and manage resource constraint considerations.
- Plan and implement testing activities such as regression, functional, data validation, system integration, load, and performance testing.
- Support remediation, modernization, and migration initiatives including process redesign and documentation.
- Analyze demand patterns, identify trends and recurring requests, and categorize and prioritize demands using scoring criteria.
- Prepare executive level summaries and presentation materials for leadership and decision makers.
This opportunity is for a full-time, contract position with possible extensions and pay commensurate with experience up to $95,000 per year. Medical, dental, vision and life insurance available after 30 days of hire.
Qualifications you need
A successful candidate has the following experience:
- Bachelor's degree (or equivalent work experience) in Business Administration, Communication, Information Systems, or related field.
- Minimum 5 years of business process analysis and systems analysis experience.
- Proficiency in process mapping and modeling (Visio or similar).
- Strong Microsoft Office skills, especially Excel, Word, and PowerPoint.
- Knowledge of data migration.
- Strong understanding of how business requirements translate to technical requirements.
- Knowledge of testing and quality assurance tools and techniques.
- Experience with reporting tools including Power BI.
- Experience working with Azure Dev Ops or Microsoft Dev Ops to manage requirements and backlogs.
- Agile project experience (Scrum or hybrid Agile).
- Knowledge of change and release management.
- Knowledge of Florida Administrative Code Rules 60GG-1 through 60GG-5.
- Desired certifications (not required): CBAP, CSM, CSO, PMI-PBA, PMI-ACP, PMP, ITIL.
