The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida's gaming laws and combatting illegal gambling activities.

The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

Position

Duties and Responsibilities:

The Inspector General will work under the direction of the Chair of the Commission as an independent and objective overseer of the Commission's programs. The Inspector General is a sworn law enforcement officer of the state in compliance with Section 943.1395, Florida Statutes with the powers, functions, and duties outlined in Section 16.711, F.S. Pursuant to Section 20.055, F.S., the Inspector General:

* Performs the duties and responsibilities as the Inspector General, with all delegated rights and authority. Provides investigative assistance and coordination to appropriate state and federal law enforcement agencies on joint investigations of the Commission's programs and operations. When necessary, also coordinates activities with other Florida Inspector General Offices.

* Manages the daily operations of the Office of Inspector General (OIG).

* Conducts/supervises administrative and criminal investigations against law enforcement and civilian members.

* Advises in the development of performance measures, standards, and procedures for the evaluation of the Commission's programs.

* Coordinates and recommends appropriate activities and actions to promote economy and efficiency, as well as to prevent and detect fraud, waste, and abuse (FWA) in FGCC's programs and operations.

* Receives and investigates whistle-blower complaints pursuant to Section .31895, F.S.

* Supervises the Internal Auditor, who assists with developing annual and long-range audit plans based on annual risk assessments.

* Supervises and directs audits, investigations, and management reviews.

* Supervises reviews and evaluates internal controls necessary to ensure the fiscal accountability of the agency.

* Supervises the reviews of financial compliance, electronic data processing, and performance audits of the agency.

* Serves as the agency coordinator for audits by the Auditor General, as well as monitoring the implementation of responses to these audits.

* Documents the receipt of complaints and maintains the agency's official database and formal reports on all investigations relating to employee misconduct, FWA, as well as internal and external audit files and reports.

* Prepares an annual report and submits it to the Commission's Chair.

* Serves as the agency Accreditation Manager for the Commission for Florida Law Enforcement Accreditation (CFA), Inspector General.

* Develops and initiates basic directives and standards to provide for administrative and operational programs that result in efficient and effective investigations.

* Develops and implements quality standards for investigations conducted by the Office of Inspector General using the Principles and Standards for Offices of Inspector General (Green Book) as a guide.

* Establishes and provides ongoing monitoring of investigation efforts to determine the effectiveness of programs and to enhance existing programs.

* As a member of a law enforcement agency, during any critical incident or disaster (both natural and man-made), this position may be designated as an essential service position for a given period, and you may be required to work after normal business hours, during office closures, or during weekends and/or holidays when needed.

* Performs other job-related duties as necessary.
