Responsible for planning, organizing, and directing the accounting functions including establishment and implementation of related policies.
ESSENTIAL FUNCTIONS- Plans, organizes, manages, and supervises all financial accounting, budget, cash management, investments, debt management, and purchasing for the County.
- Maintains effective internal controls within the department and within purchasing and other policies affecting the County’s finances.
- Prepares or directs preparation of financial statements and provides documents and information to auditors for annual financial and other audits.
- Supervises and directs the Finance Department in accordance with County policies and procedures, and appraises and evaluates the performance of the department personnel.
- Ensures compliance with state, federal, and other regulatory reporting requirements.
- Ensures compliance with GAAP & GASB standards and statements, as well as state, federal & local laws/regulations, and County policies.
- Formulates and implements policies and procedures for the Finance/Accounting Department and expenditures.
- Assists County Administrator in developing the County’s annual operating and other budgets.
- Monitors expenditure levels of all county departments for compliance with budgetary and management objectives, reporting any apparent deficiencies in revenue or expenditures exceeding budgeted amounts to the County Administrator.
- Promptly informs the County Administrator and County Commission of any material irregularities or financial problems.
- Oversees the cash & debt management and initiates transfers of cash and investment assets upon authorization from the County Administrator.
- Directs and assists in preparation of all required reports.
- Prepares and submits monthly or quarterly financial reports for the County Administrator and Commission.
- Communicates and coordinates regularly with County Administrator, Accounting/Finance personnel, and department heads as appropriate.
- Other duties and responsibilities as may be assigned.
- Knowledge of and skill in applying the principles and practices of governmental accounting, finance, and budgeting.
- Knowledge of the principles and practices of local government administration.
- Knowledge of governmental auditing procedures.
- Knowledge of relevant federal and state laws, GAAP, GASB, and departmental policies and procedures.
- Skill in using, managing, and maintaining adequate governmental accounting software programs.
- Skill in monitoring economic trends and forecasting budgets.
- Skill in planning, organizing, and directing a comprehensive program of financial services.
- Ability to analyze and make management decisions; to maintain complex financial records, and to prepare reports utilizing these records.
- Ability to supervise; to plan, establish, assign, and coordinate priorities.
- Ability to exercise good judgment in evaluating situations and in making decisions.
- Ability to communicate and work effectively with elected officials, managers, and employees, both internally and externally.
- Ability to read, comprehend, and apply applicable laws, rules, and standards related to governmental accounting and finance, and to stay current on same as changes occur.
- Minimum of bachelor’s degree in accounting or business administration (with a concentration in accounting).
- Three to five years’ experience in governmental accounting.
- Two to three years supervising or managing accounting functions for a county or city government.
- Ability to be bonded.
- This position supervises Accounting personnel.
- This position receives supervision from the County Administrator.
This work is performed in a typical office environment with employee sitting at a desk for extended periods of time with intermittent standing and walking.
REQUIRED PHYSICAL ABILITIES- Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively.
