Summary
This Position is in the Construction - Maintenance & Operations section of the Facilities Management Service (FMS) which covers the Seattle & American Lake Campuses & associated CBOC's and Valor's of VA Puget Sound Health Care System (VAPSHCS).

A specific length of training and experience is not required - but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge - skills - and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume.
Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT:
Your qualifications will first be evaluated against the prescribed screen out element - which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
Dexterity and Safety Interpret Instructions - Specifications (other than blueprint reading) Materials Technical Practices Use and Maintain Tools and Equipment Without more than normal supervision SCREEN-OUT:
Must have the ability to perform the most difficult and complex Painter tasks - proficient in the use of the tools of the trade such as drywall knives - rollers - paint-brushes - paint colorant dispensers - striping machines - sanding and scraping tools; can use the application of a variety of coating materials (paint - varnishes - lacquers - drywall compound - and wallpaper) with brushes - rollers - trowels - spray guns and other related methods and techniques to repair and finish wood - metal - drywall - concrete - pavement and other materials is a necessity;
accomplishes work by using any of the accepted methods of the trade including marbling - graphics - veneer plastering - and drywall taping by using coating materials that are prepared in special as well as common ways and by applying coating techniques that ensure surfaces have a smooth or textured and decorative appearance and meet thickness and level requirement; replaces broken glass in window panes - cabinets - fire alarm boxes - hose cabinets and doors.
Experience refers to paid and unpaid experience - including volunteer work done through National Service programs (e.g.
- Peace Corps - Ameri Corps) and other organizations (e.g.
- professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies - knowledge - and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience - including volunteer experience.
Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
- Duties include but are not limited to:
Makes independent judgments and decisions within the framework of oral and written instructions - Ensures that completed work will meet all applicable building codes and hospital standards
- Uses initiative in the performance of the duties of the position - and exercises good judgment in determining when - how and where to perform the assigned tasks
- Interfaces with all Medical Center staff and patients as many tasks are performed in staff offices and patient rooms
- Prepares surfaces by methods such as smoothing with spackling and joint compound - filling and shaping with synthetic resins - and applying pre-coating agents
- Prepares coating materials by tinting - toning - matching - blending - and mixing in various additives
- Accomplishes work by using any of the accepted methods of the trade including marbling - graphics - and drywall taping by using coating materials that are prepared in special as well as common ways
- Works in areas where certain potentially harmful physical and/or chemical agents are present such as in research labs
- Lifts and carries objects frequently weighing up to 50lbs - occasionally more
- Climbs ladders - scaffolds - stoops - bends - kneels - stands for long periods of time - while working in tiring and uncomfortable positions
- Utilizes the tools of the trade such as drywall knives - rollers - paint brushes - paint colorant dispensers - and sanding and scraping tools
