Overview
The City of Tacoma and Tacoma Public Utilities are establishing an eligible list for Regulatory Compliance Analyst, Senior that will be used for one year. Tacoma Power currently has a vacancy for Regulatory Compliance Analyst, Senior, but this list will be used throughout the year should vacancies come up in any other department.
ResponsibilitiesManage and lead projects and studies. Develop project plans, schedules, and budgets. Coordinate cross-functional project teams. Set and monitor progress towards project goals. Ensure adherence to project standards and manage project budgets.
Research, compile, and analyze complex data. Identify trends and present findings to management. Provide recommendations and solutions based on data results. Implement processes based on findings and summaries. Review laboratory and field testing for regulatory compliance. Conduct and review sampling and/or flow monitoring for programs and projects. Respond to complex scientific requests. Prepare or oversee the preparation of technical reports, plans, and specifications.
Oversee programs such as Clean Air Act, Air & Greenhouse gas programs, Model Toxics Clean-up Act, Comprehensive Environmental Response, Compensation, & Liability Program Act, Emergency Spill response programs, permit management, City Municipal Stormwater Permit, and Regional Road Maintenance. Compile site assessments, cleanup field notes, and laboratory analytical results. Prepare and submit required spill response and cleanup reports.
Implement programs such as NPDES Stormwater Phases I regulations, Underground Injection Control wells and related Washington State regulations, Model Toxics Cleanup Act (CERCLA, Superfund), Comprehensive Environmental Response, Compensation, & Liability Program Act, and Regional Road Maintenance. Implement environmental permitting programs for Environmental Services construction and maintenance projects (e.g., Tacoma Smelter Plume Soil Management Plan, SEPA, JARPA, HPA, EIS, Waste disposal Authorization) and related restoration projects, practices, monitoring, and ecosystem functions.
Develop and manage environmental consultant contracts for permitting assistance and habitat assessment services including wetland delineations and biodiversity or steep slopes. Develop, implement, and evaluate programs and policies for regulatory compliance. Maintain environmental regulatory compliance and environmental systems management.
Implement monitoring programs such as NPDES Phase I Stormwater Permit, NPDES Wastewater Discharge Permit, Superfund Consent Decree, covering precipitation, surface water, stormwater, wastewater, groundwater, soil, and sediment monitoring (quantity, quality, and/or flow).
Bachelor's degree in environmental science, natural resources, chemistry, biology or directly related field.
Minimum Experience4 years of professional-level experience in environmental science or natural resources compliance, planning or mitigation.
Licensing, Certifications and Other RequirementsWashington State Driver's License
