Position Summary

Midnight Sun is seeking a dual qualified Quality Control Manager (QCM) / Site Safety and Health Officer (SSHO) to support our federal contracts at Joint Base Lewis‑McChord in Tacoma, Washington. This person is responsible for implementing and managing the Contractor Quality Control system to ensure that all work complies with contract plans, specifications, and quality and safety standards. This position reports directly to the Project Manager and works with the Superintendent to maintain on‑site presence while work is being performed, ensuring that all work is completed in accordance with project plans and specifications as well as the specified safety standards and methods.

Duties/Responsibilities
  • Maintain on‑site presence while work is being performed to ensure compliance with safety, health, and quality requirements.
  • Manage and oversee all safety and quality control plans and supervise high‑risk construction activities in compliance with EM 385‑1‑.
  • Review the Three‑Week Look Ahead with the superintendent to plan inspections and testing.
  • Conduct daily safety and quality inspections and maintain required inspection and compliance documentation.
  • Review, certify, track, and maintain submittals to ensure approval prior to installation.
  • Identify, document, track, and verify correction of deficiencies and exercise stop‑work authority when necessary.
  • Participate in all safety, quality control, and project status meetings.
  • Manage and conduct safety training and education, including safe work practice demonstrations.
  • Maintain complete, accurate, and organized project records in accordance with contract requirements.
  • Prepare and submit daily QC reports and input required data into RMS/QCS software.
  • Complete project closeout activities including punch lists, as‑built drawings, O&M manuals, warranties, and final documentation.
  • Assist with other duties as needed or required to ensure project and team success.
Requirements

Education/Experience

  • High School Diploma or equivalent (bachelor's degree in a related field preferred).
  • 5+ years of relevant experience in construction as a Superintendent/QC Manager, on federal projects.
  • Previous JOC experience preferred.

Knowledge/Skills/Abilities

  • Working knowledge of federal construction safety and quality requirements, including EM 385‑1‑1, OSHA (29 CFR 1910/1926).
  • Demonstrated ability to implement and manage Contractor Quality Control (CQC) and Site Safety and Health programs on active construction sites.
  • Ability to communicate effectively with government representatives, subcontractors, and project staff.
  • Proficiency with RMS/QCS and standard office software.
  • Strong organizational and time management skills to manage multiple deadlines with dynamic priorities.
  • Excellent judgment to enforce requirements and exercise stop‑work authority when necessary.

Licenses/Certifications/Other

  • Valid Driver License
  • Valid First Aid/CPR certification, or ability to obtain within 30 days of hire.
  • Valid OSHA 30‑hour construction safety course card, or ability to obtain within 30 days of hire.
  • Valid USACE/NAVFAC Construction Quality Management for Contractors (CQM‑C) certification, or ability to obtain within 30 days of hire.
  • Ability to obtain/maintain site or base access, including background and security checks and clearance requirements for federal projects.

Work Environment

This position operates in both office and field environments. Time will be divided between indoor administrative settings and active construction job sites. This role requires working in dynamic outdoor conditions and may involve exposure to:

  • Varying weather, including rain, snow, wind, heat, and cold.
  • Uneven terrain, construction equipment, and materials.
  • Noise, dust, and other job site‑related hazards.

Personal protective equipment (PPE) and appropriate gear is required on all active job sites.
