Role Overview

The Project CEO is responsible for providing overall strategic leadership, governance, and execution oversight for the SPV’s projects. The role ensures alignment with shareholder objectives, joint venture agreements, and applicable regulatory frameworks while driving successful delivery of large-scale, complex infrastructure programs.

Key Responsibilities Strategic Leadership & Governance
  • Define and lead the SPV’s overall project strategy, execution model, and governance framework.
  • Ensure full alignment with shareholder objectives, JV agreements, and regulatory requirements.
Cross-Functional Oversight
  • Provide executive oversight of all director-level functions, including EPC delivery, stakeholder engagement, data centre network and compute infrastructure deployment, and government relations.
  • Drive effective coordination across engineering, finance, legal, commercial, and operations teams.
  • Oversee project budgeting, financial planning, and cost control across the full project lifecycle.
  • Ensure real-time tracking and control of the SPV’s overall budget and revenue targets.
  • Identify, assess, and mitigate financial and commercial risks proactively.
Stakeholder & Authority Management
  • Lead comprehensive internal and external stakeholder management activities.
  • Maintain senior-level engagement with government bodies, regulatory authorities, and community stakeholders.
  • Ensure timely approvals and full compliance with local laws, regulations, and development requirements.
HSE & ESG Leadership
  • Ensure the highest standards of Health, Safety, and Environment (HSE) across project sites and external works.
  • Oversee real-time tracking, reporting, and governance of ESG performance and commitments.
Technical & Operational Excellence
  • Provide strategic direction on key technical matters, including design reviews, constructability, and integration of advanced technologies.
  • Ensure all infrastructure components are delivered to the highest standards of quality, safety, and operational performance.
  • Lead enterprise-level risk identification, mitigation planning, and change control processes.
  • Embed business continuity, resilience, and contingency planning into all aspects of project execution.
Reporting & Representation
  • Provide regular, clear reporting to the Board, investors, and JV partners on progress, risks, and key milestones.
  • Represent the SPV in external forums, strategic engagements, and high-level negotiations.
Qualifications & Experience
  • Bachelor’s or Master’s degree in Engineering, Project Management, or a related technical discipline.
  • Minimum of 20 years’ experience in large-scale infrastructure or capital projects, including at least 5 years in a senior executive leadership role.
  • Strong understanding of project finance, SPV structures, and capital project governance.
  • Experience in the KSA or wider GCC region is highly desirable.
  • Proven ability to lead multidisciplinary teams and operate effectively in complex stakeholder environments.
  • Excellent strategic thinking, leadership, and communication skills.
  • Strong people management capabilities with a focus on talent development and retention.
