DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for administering the code enforcement and licensing regulations established for the plumbing trade under the legal requirements of local government. An employee in this class establishes office and field procedures for the inspection of construction plans, specifications and installations relative to code conformance in the plumbing trade that is legally regulated by the Onondaga County Department of Water Environment Protection.

An employee in this class prioritizes and reviews work performed by Plumbing Inspector II and unit staff. Work also involves the issuance of permits, licenses and registrations that are required for the practice of this trade to appropriate persons or organizations and the coordination of plumbing projects and procedures to aid planning and performance of building construction. Supervision is received from an administrative superior with considerable leeway allowed for the exercise of independent judgement and initiative.

Supervision is exercised over a number of Plumbing Inspectors and a small number of unit staff. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner. Does related work as required.

TYPICAL WORK ACTIVITIES

Coordinates programs with all municipalities within the County to aid in building construction as it relates to plumbing projects such as sewer cross connection and re-inspection programs

Established office and field procedures for the inspection of constructions plans, specifications and installations so that constructions performed conforms to established plumbing codes.

Supervises the inspection of building construction projects that are regulated by local government to ensure conformance with established plumbing codes.

Advises plumbers, architects, engineers and homeowners on acceptable methods and materials.

May design small scale plumbing systems such as alterations or additions to construction plans of contractors and homeowners.

Coordinate with field engineers on problems incurred during construction.

Assists in the development of annual budget for Plumbing Control Section with supporting budget documentation.

Reviews monthly revenue prior to submission to fiscal office and resolves discrepancies or errors.

Issues permits, licenses, registrations and other necessary documents that may be required in the administration of the plumbing trade in Onondaga County.

Supervises the maintenance of records on all plumbers licensed in Onondaga County.

Serves as an advisor to the Onondaga County Examining Board of Plumbers by attending meetings and assisting in administering Master and Journeyman Plumber qualifying examinations.

Functions as a team member for (FOG) Fats, Oils and Grease control and similar wastewater source control issues, which includes: attending meetings related to FOG issues, performing plumbing inspections on grease intercepting devices, providing codes specific guidance, coordinating enforcement actions with WEP Source Control.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of laws, ordinances and codes governing plumbing connections and installations in Onondaga County.

Thorough knowledge of practices, tool and terminology used in plumbing work.

Good knowledge of the principles and techniques of supervision.

Good knowledge of the principles and theories relation to effective management, work processing and scheduling.

Ability to read and understand plumbing plans and specifications.

Ability to make inspections of plumbing installations.

Ability to compare narrative reports pertaining to work of the division.

Ability to supervise a unit of skilled plumbers in their inspections duties.

MINIMUM QUALIFICATIONS

Promotion:

Two (2) years of permanent competitive class status in the title of Plumbing Inspector II.

Open Competitive:

Ten (10) years of skilled work experience, or its part time equivalent, in the plumbing trade, Plumbing related code enforcement, or mechanical/plumbing engineering; two (2) years of which must have been in a supervisory capacity.

SPECIAL NECESSARY REQUIREMENT

Certification of Competency as a Master Plumber issued by the Onondaga County Examining Board of Plumbers at time of appointment.

Must initiate training to obtain certification as a New York State Code Enforcement Official within first twelve (12) months of appointment.
