Physician – Primary Care – U.S. Department of Veterans Affairs
Pay Range: $/yr – $/yr (based on skills and experience).
Summary: The 2-page Resume requirement does not apply to this occupational series. This position is eligible for the Education Debt Reduction Program (EDRP). Must meet eligibility requirements per VHA policy and submit an EDRP application within four months of appointment. Advertisement may be used to fill multiple positions.
Qualifications- Basic Requirements
- United States Citizenship:
Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. - Degree of Doctor of Medicine or an equivalent degree from a VA-approved school for the year of completion.
- Full and unrestricted license to practice medicine or surgery in a State, Territory, Commonwealth, or District of Columbia.
- Completed residency training in an accredited core specialty program leading to board certification.
- Residency programs include ACGME or AOA accredited programs, or non-US residency followed by at least five years of verified U.S. practice deemed adequate by the local Medical Staff Executive Committee.
- Residency training may qualify for appointment as a “Physician Resident Provider” (PRP). PRPs may be licensed physicians appointed on an intermittent or fee-basis and are not independent practitioners.
- Proficiency in spoken and written English.

- Additional Requirements
- Physician Resident Providers (PRPs) must be fully licensed and may only be appointed on an intermittent or fee-basis.
- PRPs are not considered independent practitioners and will not be privileged.
- Scope of practice allows certain restricted duties under supervision.
- Surgery residents in gap years may also be appointed as PRPs.
- Deliver primary care to patients enrolled at the Syracuse VA Medical Center or one of its staff model CBOCs.
- Manage scheduled and unscheduled patients in the outpatient clinic setting.
- Coordinate patient care within the PACT team, including nursing and clerical staff.
- Participate in daily huddles and primary care systems redesign projects.
- Manage a patient panel under PCMM guidelines, with panel size calculated based on support staff and room availability.
- Take on collateral duties such as managing specific patient subgroups (e.g., spinal cord injury patients, women veterans).
- Supervise or collaborate with primary care mid-level providers, providing clinical oversight and peer review.
- Supervise education and evaluation of internal/family medicine residents and medical students in the outpatient setting.
- Act as a surrogate for absent primary care providers, including review of CPRS view alerts.
- Attend primary care staff meetings, departmental meetings, and medical staff meetings.
- Work full-time (minimum 80 hours per pay period) and adhere to Title 38 appointment guidelines.
- Follow department and VHA policies for leave, attendance, and rescheduling of unscheduled absences.
- Maintain timely documentation, complete administrative work, and address clinical reminders per facility policy.
- Ensure quality of care meets professional standards and work within privileges except in emergency.
