SalaryBase pay range: $53,764.00/yr – $66,951.00/yr. Full range for the designation is $53,764 to $85,138, depending on entry level.
Minimum QualificationsThe title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). During the NY HELPS program the position may be filled via non‑competitive appointment (no examination required), but all candidates must meet the minimum qualifications for the title they apply to. Employees hired under NY HELPS will later have their employment status converted to competitive status.
Note:
Appointment is subject to DOB guidelines. A budget waiver is not required for transfers or changes within the same department or funding source, or for replacing employees terminated during probation.
Minimum Qualifications
- Auditor Trainee 1 (Tax)
- Bachelor’s degree with 24 credits in accounting, auditing, or taxation.
- OR Bachelor’s degree with 18 credits in accounting, auditing, or taxation AND 6 credits in finance, money and banking, economics, or business.
- Auditor Trainee 2 (Tax)
- Meet the Trainee 1 qualifications AND 1 year of experience.
- OR meet Trainee 1 qualifications AND a master’s degree with 15 credits in accounting, auditing, or taxation.
- Auditor 1 (Tax)
- Meet the Trainee 1 qualifications AND 2 years of experience.
- OR meet Trainee 1 qualifications AND a CPA license in NYS.
- OR meet Trainee 1 qualifications AND a master’s degree with 15 credits in accounting, auditing, or taxation AND 1 year of experience.
Experience must be gained in any one or combination of the following:
- As an accountant/auditor responsible for the full range of professional activities involved in the review, analysis, and management of accounting systems, leading to opinions or recommendations on financial statements under generally accepted accounting principles. Bookkeeping or simple tax‐return preparation does not qualify.
- As an internal accountant/auditor conducting a full range of financial accounting/auditing tasks, with responsibilities beyond payroll, accounts receivable, or payable.
- As an accountant with ongoing responsibility for designing, implementing, and reviewing accounting systems.
- As a professional staff member of a private accounting practice with broad experience in maintaining books, completing financial statements, and preparing business and personal tax returns.
- As a field auditor with a federal, state, or municipal agency, performing comprehensive field audits to determine compliance with tax laws, rules, and regulations.
- As an accountant/auditor principally engaged in the analysis and/or interpretation of tax law.
- Conduct audits and examinations of taxpayer’s books and records to determine compliance with the NYS Tax Law.
- Develop and maintain working knowledge of the Tax Law, Criminal Tax and Penal Law, and Department and CID procedures and policies.
- Communicate effectively, verbally and in writing, with supervisors, other Department staff, taxpayers or representatives, and prosecutor offices.
- Develop and maintain computer‑technology skills, including operation of laptops, PCs, and relevant software.
- Travel frequently, including local and overnight trips within and outside NYS, and perform field work during non‑business hours if necessary.
- Carry computer equipment and case materials to audit sites, training classes, and conferences.
- Prepare cases for prosecution and assist prosecuting authority.
- Represent CID and advocate disputed cases at BCMS conferences, small‑claims hearings, and testify in grand jury and trial courts.
- Conduct investigations of witnesses, taxpayers, or subjects under investigation with an investigative team.
- Perform special assignments and miscellaneous tasks as requested.
- Adhere to the Department’s time and attendance rules and regulations.
