Position Summary

The Water Treatment Plant Operator is responsible for the proper operations of the water treatment plant equipment and process control during an assigned shift. Responsibilities are both technical and non-technical, including record keeping and submitting required forms to the TCEQ. The plant operator collects and analyzes water samples at the plant and throughout the distribution system. Other responsibilities include maintaining and operating pumps, motors, chemical feeders, and all other equipment associated with plant and facility operations, monitoring for unusual noises or vibrations, adjusting chemical feeders for the required dosage rates, and communicating with customers or dispatching system repair crews as needed.

The plant operator must understand and learn the operations of a SCADA system and perform data entry in the system. Duties also include general maintenance at the plant and grounds (e.g., mowing, edging, mopping, sweeping).

Each operator must participate in an on-call rotation every three weeks.

  • Monitors all basin levels, gauges, charts, chemical feeders, pumps, motors, filters, grounds, and other related facilities. This includes walking through and around the plant to check water levels, tank levels, and chemical feed levels, reading gauges, and recording results on the proper forms. Change charts at the required times and log information in the proper places. Keeps chemical feeders properly loaded on the assigned shift (lifting 50 to 100 pounds or more).
  • Keeps records of lab results, lake gauge reports, temperatures, chlorine, flow charts, and other operational data. Must be able to perform tests and understand the results.
  • Completes a minimum of five (5) rounds per eight-hour shift, walking through and around the water plant and facilities, checking chemical feeder levels, adding chemicals if necessary (lifting 50 to 100 pounds or more), checking pumps and motors for unusual noises and vibrations, and signing required checklists.
  • Calculates dosage rates and makes proper adjustments for alum, chlorine, carbon, caustic, and ammonia feed rates to conform with varying flow rates.
  • Performs routine water analysis in the lab and understands the results. Documents results on required forms and in proper places (Excel reports, computer).
  • Monitors required TCEQ raw water samples for Oak Creek Lake.
  • Start and stop procedures are performed by the SCADA system, requiring computer knowledge.
  • Keeps chemical feeders properly loaded and operating at all times, which may require repairing pumps, motors, feeders, etc.
  • Performs routine preventative maintenance on pumps, motors, feeders, valves, basins, etc. May require lifting 50 to 100 pounds or more.
  • Maintains proper clearwell levels using proper procedures to lower and raise these levels.
  • Keeps assigned cleaning areas clean and orderly at all times (mopping, sweeping, dusting, trash removal).
  • Reports equipment problems that cannot be repaired by the operator to the supervisor in a timely manner.
  • Receives customer complaints and records all information (name, address, problem type, callback number).
  • Dispatches system repair crews promptly.
  • Maintains assigned grounds-keeping responsibilities (mowing, weed-eating, edging, trash pickup).
  • Keeps records of lake data and logs information (Excel and computer systems).
  • Uses City vehicle to collect samples throughout the distribution system according to TCEQ sampling methods.
  • Assists in off-loading bulk chemicals during assigned shift or as requested (lifting 50 to 100 pounds or more).
  • Must be on time for each assigned shift and, if not able, call in at least four (4) hours ahead of time to allow necessary arrangements.
  • Must be able to work independently and in cooperation with others.
  • Must observe all safety standards, including work with hazardous chemicals, mowing, cleaning, and repairing equipment (safety glasses, hard hats, gloves, and safety programs).
  • Must be regular in attendance and have good communication skills, following instructions closely.
  • Must be willing to cross-train in all areas of the Water and Wastewater Industries.
  • The successful applicant must possess a high school diploma or GED, be able to obtain within two years a Grade C Surface Water certification issued by the TCEQ, have a valid Texas Driver's License, have a home telephone, possess strong math skills, computer knowledge, and knowledge of the operation of pumps, motors, chemical feed equipment, lab skills, and water treatment concepts.
