Working within the Combined Forces Special Enforcement Unit – BC (CFSEU-BC), the Organized Crime Agency of BC (OCABC) is recruiting a hard-working, self-motivated candidate to lead the internal and external communications for CFSEU-BC.
Reporting to the Inspector, Executive Services, this position will be responsible for:
- Serving as the principal strategic communications advisor to the Inspector, Executive Services, providing expert, integrated advice to support the Chief Officer of CFSEU-BC and OCABC and the Senior Management Team on reputational risks, public confidence, crisis response, and executive messaging in support of executive-decision making.
- Providing functional leadership for internal and external communications across CFSEU-BC and OCABC, supporting operational units, project teams, and senior leadership initiatives.
- Advising on the communication of sensitive or complex investigations, ensuring messaging balances transparency, legal and privacy obligations, investigative integrity, and public understanding.
- Preparing and coaching executives for high-risk media engagements, press conferences, and public-facing appearances.
- Providing senior strategic oversight and approval direction for media strategies, messaging frameworks, crisis communication approaches, and communications standards, ensuring brand integrity and alignment with organizational direction and executive guidance.
- Leading organizational crisis communications planning, ensuring readiness, consistency, and appropriate escalation to executive leadership and the Chief Officer for direction/approval as required.
- Providing strategic communications support during critical incidents, including outside regular business hours, as required.
- Leading the strategic governance of CFSEU-BC’s digital communications, including social media, multimedia content, analytics, and digital engagement.
- Leading the development of public safety campaigns and educational initiatives, ensuring strategic alignment, audience relevance and measurable impact.
- Leading and supervising the Media Unit, including the MRO, Communications Strategist, and Graphic & Digital Content Technician, providing leadership, coaching, and performance oversight.
- Providing strategic communications support to the senior management team on internal engagement initiatives, change communications, and time-sensitive internal messaging.
- Establishing internal communications standards and workflows to ensure timely, accurate, and appropriate information-sharing in a complex operational environment.
- Establishing and overseeing performance measurement for communications activities, including digital analytics, media metrics, campaign outcomes, and audience engagement indicators.
- Contributing to quarterly and annual Media Unit performance reporting to the Board of Governance, including results, emerging risks/issues, and recommendations.
- In partnership with the Inspector, Executive Services, developing metrics and key performance indicators (KPI’s) to measure return on investment (ROI) for all media and communications initiatives.
- Participating in annual budget planning for the Media team and providing strategic input into communications resource planning and investment priorities, with the Inspector, Executive Services.
- Managing procurement activities for the Media Unit, including defining requirements and preparing procurement documentation.
- Ensuring all procurement activities comply with CFSEU-BC policies and delegated financial signing authorities, working within assigned spending limits and escalation requirements, in coordination with the Inspector, Executive Services.
- Other related duties, as assigned
- Completion of a Bachelor’s degree in Communications, Public Relations, Journalism, Marketing, or related discipline is preferred; an equivalent combination of education, training, and extensive senior-level experience will be considered.
- Training in media relations, crisis communications, or strategic communications would be considered an asset.
