Working within the Combined Forces Special Enforcement Unit – BC (CFSEU-BC), British Columbia’s integrated anti-gang police agency, the Organized Crime Agency of BC (OCABC) is recruiting a hard-working, self-motivated candidate to provide support and advice to employees and secondments at CFSEU-BC:

Reporting to the Senior Human Resources Advisor, this position will be responsible for:

  • Managing end to end recruitment processes for entry to mid‑level civilian positions by collaborating with Hiring Managers, developing and updating position descriptions, creating job postings, scoring matrixes, assessment tools and interview questions, screening and interviewing applicants, evaluating results and making recommendations
  • Coordinating staffing rationales and obtaining required approvals from the Senior Management Team, ensuring hiring decisions follow fair and consistent practices
  • Presenting verbal and written employment offer with appropriate approvals in place and provide feedback to unsuccessful or non shortlisted applicants when requested
  • Conducting reference checks for all competitions
  • Facilitating and coordinating the security clearance process by working with the Security Section to ensure appropriate clearance levels for access to systems, sensitive information, assets, and facilities. This includes coordinating field investigations, expediting priority files based on operational needs, verifying active clearance status for current employees, and notifying applicants and hiring managers once clearances are issued to begin onboarding
  • Coordinating all aspects of the new hire process by gathering required information, delegating onboarding paperwork to the HR Assistant, arranging logistics with hiring managers and relevant units, entering and updating employee records in the HRIS system, and managing the full orientation process to ensure a smooth transition
  • Coordinating benefits administration, including enrollment for new employees, liaising with benefit carriers and the Municipal Pension Plan, processing changes throughout employment, tracking overage dependents and birthdates for eligibility and CPP requirements, and preparing payroll update forms while communicating changes to employees
  • Managing Supernumerary Special Constable appointments to ensure Municipal Police members can work nationally
  • Supporting ongoing HR operations by tracking annual salary increases, preparing payroll updates, providing backup payroll support when required, and assisting with yearly financial audits.
  • Advising employees on pensions, retirement options, benefits coverage, eligibility rules, vacation entitlements, leaves of absence, and other HR policies, while ensuring compliance with the Employment Standards Act and collective agreements for police, civilian, and exempt staff.
  • Coordinating HR processes including WorkSafeBC/CLC injury paperwork, employee transfers and status changes
  • Assisting the Senior HR Advisors and Staffing Advisor with vacation compliance
  • Assisting the Director, Human Resources with job evaluation reviews
  • Preparing a variety of employee correspondence such as employment letters, agreements, and memorandums, and supporting communication of policy and process updates while maintaining modernized HR forms and documentation
  • Providing information, support, guidance and interpretation to employees and Managers for policies and processes that are based on the collective agreements for armed members and civilian employees, and policies and procedures for exempt employees.
  • Contributing to major HR initiatives and special projects as needed, and performing other related duties to support the HR team

We are looking for a strong team player with a great attitude, and the following qualifications:

  • Post-secondary certificate or diploma in Human Resources Management or related field. The right combination of education and experience will be considered
  • Chartered Professional in Human Resources (CPHR) Designation would be an asset
  • Minimum 2-4 years of relevant HR experience
