The City of Sunnyvale is seeking a collaborative and forward-thinking Information Technology Manager to lead the IT Department’s Project Management Office (PMO) Division and drive enterprise technology initiatives that provide essential City services. This is a high-visibility leadership role that reports to the CIO and is responsible for shaping how the City delivers technology projects and is the project manager for several projects at the same time.
The PMO Manager leads enterprise project delivery, organizational change efforts, and customer-focused initiatives that span all departments and directly support the community. This position oversees a team of project management professionals delivering complex initiatives and plays a central role in portfolio management, business process improvement, requirements development, and RFP-driven system implementations.
This role is ideal for a strategic and service-oriented leader who enjoys working across departments, mentoring staff, improving processes and turning City priorities into successful outcomes. The successful candidate is comfortable operating at both the executive and project-delivery levels in order to help shape strategy while ensuring strong day-to-day execution.
Responsibilities (PMO)When assigned to the Project Management Office (PMO):
- Provides guidance and direction for standardizing, coordinating, and overseeing the planning and execution of IT projects City-wide, cross-departmental, and within departments.
- Ensures IT projects are delivered on time, within budget, and in alignment with the City’s strategic and operational goals.
- Manages the following functional specialized technical activities: establishes and maintains IT project governance and oversight, project management standards and project approval processes, centralized project-portfolio management, business requirements gathering and stakeholder analyses, project planning and execution support, resource and capacity planning, risk and issue management, project budget, financial and performance reporting, change management and communication, and transition to support operations.
- Measures project performance using appropriate tools, techniques, KPIs, and proper project documentation.
- Manages the portfolio(s) of IT projects across the City and coordinates with other divisions and departments to fulfill project resource requirements.
As part of the PMO and the IT Department, duties include leading enterprise project delivery, process improvements, and customer-focused initiatives that span all departments. Responsibilities also include portfolio management, business process improvement, requirements development, and involvement with RFP-driven system implementations. The role supervises staff and partners with City leadership to ensure delivery aligns with City priorities and operational goals.
QualificationsThe ideal candidate will have:
- Experience managing an IT Project Management Office (PMO), project delivery team, or enterprise project portfolio.
- Recent experience managing multiple complex IT projects with minimal guidance.
- Leadership and supervisory experience, including mentoring staff and establishing staff performance goals.
- Strong knowledge of PMI-based project, portfolio, and program management methodologies; PMP, PgMP, PfMP, and/or Prosci certified a plus.
- Proven track record of delivering complex public sector or large organizational technology initiatives.
- Experience leading organizational change and supporting the transition from implementation to operational support.
- Experience using Project Portfolio Management (PPM) tools to provide enterprise project oversight and reporting.
- Understanding of government procurement processes and vendor oversight is a plus.
- Experience establishing performance metrics and KPIs to measure project and portfolio success.
