Overview
In support of the Critical Infrastructure Protection team, the intelligence analyst communicates effectively orally and in writing, capable of conveying complex operational, technical, and/or political-military concepts; develops and employs multimedia presentations. The analyst evaluates, interprets, and integrates all-source intelligence and open source information into top-level assessments; applies advanced research methodologies and analytical techniques and/or collection management systems to complex work; produces tailored intelligence products in response to customer requirements.
The role involves interaction with senior intelligence community/industry analysts and experts, and preparation of initiative reports and briefs for executive-level audiences (e.g., CNO and Navy staff elements). The analyst identifies and facilitates reporting from collectors, provides guidance to field elements, and shows broad-based expert knowledge of the assigned discipline/focus area to meet customer requirements. A detailed knowledge of the Intelligence Community and Naval Intelligence roles, the intelligence process, and security requirements for IT in a SCIF space is required.
Note: This description reflects the primary responsibilities and qualifications for the position within the Critical Infrastructure Protection Division at the Office of Naval Intelligence.
Primary ResponsibilitiesIncumbent serves as an intelligence analyst in CIPD at the Office of Naval Intelligence. The individual must be an experienced professional capable of performing highly complex research and requirements coordination within ONI and with external DoD and IC partners. The analyst works within a team and assists the Subject Matter Expert (SME) and other analysts with formulating intelligence products. Tasks include using all available resources to perform comprehensive research resulting in unique, fusion analyses contained in value-added assessments in support of CIP.
Daily tasks include:
- Collects, analyzes, interprets, evaluates and integrates complex data from multiple sources to assess relevance and significance of developments and to prepare new or revised intelligence products.
- Maintains databases for intelligence assignments required to process all-source material and the production of technical or operational intelligence.
- Identifies intelligence gaps.
- Uses initiative to deviate from traditional methods or research trends to propose new methods, criteria, or policies.
- Carrying out assignments, resolving conflicts, and implementing policy in terms of established objectives with minimal guidance.
- Track, analyze, and report on the location and operations of assigned Vessels of Interest (VOI).
- Maintain tactical awareness of assigned VOIs.
- Conduct all-source analysis on threats to critical infrastructure.
- Represent CIP/ONI within the Intelligence Community and other customer-related forums.
- Identify critical intelligence gaps facing the Navy and work with other analysts.
- Assist in representing CIP requirements at appropriate DoD and IC working groups and meetings.
The candidate is expected to perform as a full-performance level analyst with the following experience/education:
- Specialized training in ESRI, GALE, ARCGIS
- Credentialed subject matter expert or recognized specialist in a relevant field
- Familiarity with GALE analytic tools
- Must possess at least a TOP SECRET/SCI clearance, with a successful counterintelligence polygraph
- Foreign language proficiency
- Master’s degree
