MINIMUM/GENERAL
EXPERIENCE:
Five (5) or more years of experience performing database security administration or information security functions in enterprise IT environments. Experience must include implementing government security policies and practices, supporting risk assessments, conducting security audits, and applying security controls to database platforms. The individual must demonstrate the ability to independently manage security-related responsibilities in support of mission‑critical systems.
MINIMUM EDUCATION:
ABachelor’s Degree in Computer Science, Information Security, Information Systems, or a related technical field is required. Fifteen (15) years of applicable experience may be substituted for degree requirements.
CERTIFICATION REQUIREMENTS:
- Certified Information Systems Security Professional (CISSP) – Required
ADDITIONAL KNOWLEDGE AREAS PREFERRED:
- Proficiency in all core information security concepts and expert‑level knowledge in at least six (6) of the following areas as applied to information security:
- Authentication
- Authorization
- Access Controls
- Firewalls
- Secure Virtual Private Networks (VPNs)
- Intrusion Prevention
- Public Key Infrastructure (PKI)
- Vulnerability remediation
- Encryption
- Experience implementing database security controls in Federal Government environments.
- Experience performing audit and accreditation activities aligned with NIST SP 800-53
. - Experience with database encryption, masking, and data protection using Oracle Advanced Security
. - Experience supporting incident response, investigations, and reporting processes.
- Ability to work independently with minimal supervision.
- Strong oral and written communication skills.
The U.S. Census Bureau (USCB) is the nation’s leading source of high‑quality data on the population and economy, supporting evidence‑based decision‑making across the Federal Government, industry, and the public. To sustain and modernize its data infrastructure, the Census Bureau is establishing an enterprise Database Center of Excellence (DCoE) to centralize and standardize database administration services across the organization.
Census Bureau systems operate within a complex, heterogeneous IT ecosystem that includes multiple operating systems, database technologies, and deployment models. This position works collaboratively with program offices, infrastructure teams, and cybersecurity stakeholders to ensure consistent, secure, and compliant database services across the enterprise.
FUNCTIONAL RESPONSIBILITIES:
- Provides senior‑level database security administration and oversight in support of enterprise database environments.
- Implements and enforces Federal Government security policies, standards, and best practices applicable to database platforms.
- Designs, configures, and manages database security controls including authentication, authorization, access controls, and encryption.
- Supports secure database architectures utilizing firewalls, secure virtual private networks (VPNs), and intrusion prevention mechanisms.
- Implements and manages Public Key Infrastructure (PKI)-based security solutions and encryption technologies.
- Performs database vulnerability assessments, remediation activities, and continuous monitoring in coordination with cybersecurity teams.
- Supports audit, assessment, and authorization (A&A) activities in accordance with NIST SP 800-53 security controls.
- Conducts and supports risk assessments, including identification, analysis, mitigation, and documentation of security risks.
- Supports incident investigation activities, including forensic analysis, reporting, and corrective action tracking.
- Implements data encryption and data redaction (display masking) solutions using Oracle Advanced Security

- Works independently while coordinating with application teams, database administrators, and cybersecurity stakeholders.
