Overview
ASE, and Akima company, is looking to hire a Senior Program Manager to support several technical projects and programs in the Norfolk, VA area and worldwide. The role requires managing day-to-day operational, financial, administrative and contractual support functions for land-based and shipboard electrical and electronics installation projects. The program manager directs the achievement of project-specific goals, monitors and reports progress, and manages budgets, manpower, resources, and facilities in performance of contract responsibilities.
This role is supervisory and includes mentoring junior project managers. This is a hybrid position and requires living within commuting distance from Suffolk, VA.
- Responsible for cost, schedule and technical performance of installation projects.
- Supervise personnel to ensure productivity and high-quality installs with minimal rework.
- Develop recruitment and retention strategies to address demand.
- Attend and facilitate weekly production meetings providing status updates.
- Ensure proper, safe, and secure use of Government furnished equipment and material, including machinery, tooling, facilities, Hazardous Materials (HAZMAT), IT assets, etc.
- Facilitate accurate and timely billing of projects.
- Ensure cost control, schedule, and quality product execution meeting or exceeding performance-based requirements.
- Assist with purchasing and procurement of equipment and material.
- Understand and implement prioritization needs based on schedules and capacity.
- Perform proper resourcing and personnel allocation based on skill sets and customer needs for each job.
- Provide electronic and written deliverables in a timely and efficient manner to avoid delaying Government progress.
- Ensure contractor personnel complete mandatory trainings on time and maintain an electronic list of trainings, certifications, licenses and expiration dates per employee.
- Be available during normal working hours and after hours if needed.
- Serve as the primary point of contact for the Contracting Officer (KO) / Contracting Officer's Representatives (COR).
- Communicate and integrate with customer stakeholders to ensure objectives and priorities are understood; recommend strategies to assist the customer with missions and provide short-, mid-, and long-term planning goals to optimize organizational structure and processes.
- Ensure contract documentation is delivered on time and to high quality standards; develop ad-hoc documentation as required and support reviews and approvals.
- Direct program activities, including meeting preparation, facilitation of assessment team tasks, briefings, and developing options/white papers describing potential technical design and deployment alternatives.
- Apprise Akima senior management on contract productivity, costs/budgeting, and quality assurance.
- Identify and communicate issues and risks to customer points of contact and develop risk mitigation recommendations.
- Facilitate quarterly progress reviews.
- Provide oversight and change recommendations to the customer on all requirements written within the contract PWS.
- Supervise employees and manage activities of external consultants and/or vendors/subcontractors.
- Administer departmental policies and procedures, evaluate results and performance, and assist with developing new or modified budgets, strategic plans, or policies.
- Mentor junior Project and Program Managers; provide oversight of technical projects.
- Ability to obtain a SECRET clearance.
- Associate's degree in business or a technical related field.
- 10 years' experience in project management, including 5 years in federal contracting.
- Experience leading teams in shipboard installations, construction, or electronics installation projects.
- Experience applying quality control and quality assurance procedures to installation work.
- Good understanding of construction and electrical drawings, sketches, schematics and design documents.
- Experience evaluating performance requirements including data analysis for cost control, scheduling, performance, and quality.
- Experience in job prioritization, resource and personnel allocation based on skill sets and customer needs.
- Ability to communicate effectively and work closely with employees, suppliers, engineers, technicians, and scientists.
- Proficient in Excel, Word, Project and Outlook.
- Ability to travel up to 25% for site visits and customer meetings.
- Ability to obtain a SECRET clearance.
- Project Management Professional (PMP) certification.
- Current SECRET clearance.
