Responsibilities

Under limited supervision, performs supervisory and professional level collections work in the City Treasurer's Office. Work involves independently collecting delinquent real estate and personal property taxes and other fees owed to the City of Suffolk. Employee will be responsible for overseeing several collections programs which may include but are not limited to:
Delinquent Notices, DMV Stops, Set-Off Debt Collections, Mass Wage Liens, Bank Liens, Seizures, Real Estate Tax Sales, Treasurer’s summonses, and other duties as assigned and needed. Employee is also responsible for gathering and analyzing data and preparing various fiscal reports and assigning work to be completed by subordinates. Employee must exercise independent judgement and initiative. Employee may assist in the supervision and execution of other activities, if and when needed.

Reports to the respective Compliance Manager or their designee.

  • Provides personal property and real estate balances with computer balances.
  • Answers all incoming emails to the department’s email address.
  • Researches to answer the concern or directing emails to other departments for a response. Must have the knowledge of where to direct those emails for the appropriate response.
  • Assists in the collection of real estate and personal property taxes, includes posting payments, balance, and prepare daily deposit when needed.
  • Creates letters, liens, and other notices for delinquent taxes.
  • Prepares and distributes various reports, schedules, account analysis, etc., to Treasurer and other officials as requested.
  • Collects delinquent taxes and fees owed to the City of Suffolk.
  • Assists with several delinquent collections processes including but not limited to: DMV stops, set-off debt collections, wage liens, bank liens, seizures, Treasurer’s summonses, real estate tax sales, and the mailing of delinquent notices.
  • Performs skip-tracing and other forms of account research.
  • Performs other related duties as required.
  • Knowledge of the principles and practices of general governmental and municipal accounting.
  • Knowledge of the modern accounting and office procedures and equipment. Has considerable knowledge of federal and State laws as they pertain to estimating tax and tax deposits.
  • Knowledge of banking practices and procedures.
  • Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
  • Ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments and/or directions from supervisors.
  • Ability to read billing statements, bankruptcy forms, account records, balance sheets, reports, etc. Requires the ability to prepare correspondence, reports, forms, etc., using proper format.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form; to deal with problems involving several concrete variables in or from standardized situations.
  • Ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to understand government accounting terminology.
  • Ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; and to determine percentages and decimals.
  • Ability to inspect items for proper length, width and shape.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress.
  • Ability to collect information from a variety of sources and compile concise records from them.
  • Ability to use common office machines, including computer-driven word processing, spreadsheet and file maintenance programs.
  • Ability to compile data from a variety of sources and prepare clear reports from them. Is able to compute figures rapidly and accurately.
  • Ability to type accurately at a moderate rate of speed.
  • Ability to communicate effectively in oral and written form.
  • Ability to exercise considerable tact, courtesy, and firmness in frequent contact with the general public.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.
