Under limited supervision, performs supervisory and professional level fiscal control and accounting work in the City Treasurer's Office. Work involves performing and supervising day-to-day cashier operations related to the receipt, deposit, reconciliation, and disbursement of funds; proving and posting daily balances, finalizing cash reports, posting receipts, balancing books with general ledger, and processes daily cash report of all receipts for the City.
Employee is also responsible for gathering and analyzing data and preparing various fiscal reports and assigning work to be completed by subordinates and other duties, as assigned. Employee must exercise independent judgement and initiative. Employee may be assigned to the Accounting or Compliance Divisions either temporarily or permanently, and may assist in the supervision of other activities, if and when needed.
Essential job functions will vary. Reports to the Customer Service Manager or their designee. Employee will provide assistance to the Customer Service Manager.

Performs daily audit of all City receipts to ensure accurate posting to the City's general ledger. Reconciles daily receipts to bank deposits. Verifies accuracy of cash summary, adds real estate tax tickets and proves balance. Assigns work to be completed by subordinates. May supervise or assist with the supervision of the Customer Service division. Prepares tax break down and enters daily work on cash report.
Proves personal property and real estate balances with computer balances. Answers incoming emails to the departments email address. Researches to answer the concern or directing emails to other departments for a response. Must have the knowledge of where to direct those emails for the appropriate response. Assists in the collection of real estate and personal property taxes, includes posting payments, balance, and prepare daily deposit when needed.
May create and distribute delinquent notices, warrants, new owner notices, and delinquent tax listings. Creates letters, liens, and other notices for delinquent taxes. May be assigned to the Compliance, Accounting, or Customer Service divisions on either a temporary or permanent basis. Prepares and distributes various reports, schedules, account analysis, etc., to Treasurer and other officials as requested.
May serve as liaison to mortgage companies and banks.
Performs other related duties as required.
Associate's Degree in Accounting and 4 to 5 years of experience in accounting work; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Requires a valid driver's license. Enrollment and participation in Treasurers’ Association’s Master Governmental Deputy Treasurer (MGDT) program is required.
- Knowledge of the principles and practices of general governmental and municipal accounting.
- Knowledge of the modern accounting and office procedures and equipment. Has considerable knowledge of federal and State laws as they pertain to estimating tax and tax deposits.
- Knowledge of banking practices and procedures.
- Ability to compare and/or judge the readily observable, functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
- Ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments and/or directions from supervisors.
