Received:
Works under the supervision of the Supervisor of the Building and Engineering Department and indirect supervision of the Chief Building Official and/or City Engineer.

Exercised:
This position has no formal supervisory responsibilities.

Position Classifications:
The position of Building & Zoning Clerk II in the City of Stow is classified by the Stow Municipal Civil Service Commission, is non-exempt under the Fair Labor Standards Act and is included in a collective bargaining agreement.

Purpose:

Performs a variety of routine duties in the processing of applications and fees for all types of building permits; keeps accounts for fees collected; and other related duties as required or assigned.

Essential Functions
  • Performs routine clerical and administrative work in answering phones, receiving the public, providing customer assistance, permit issuance, cashiering, data processing, and record keeping. Use various software programs to issue permits.
  • Answers in-comming calls and routes callers or provides information, as required.
  • Responds to inquiries in person or by telephone to other departments, contractors, vendors and the general public and applies significant knowledge of department policy, regulations and procedures.
  • Accurately maintains filing systems in accordance with accepted accounting practices and City policies.
  • Operates a City-owned vehicle, as necessary.
  • Notarizes documents as needed.
  • Assists in the procurement of Department materials and/or supplies and inventories.
  • Operates listed office machines, as required.
  • Receives, stamps and distributes incoming mail; correctly processes outgoing mail.
  • Inputs data to standard office and Department forms.
  • Composes, types and edits a variety of correspondence, reports, memoranda, and other documents requiring judgment as to content, accuracy and completeness.
  • Prepares a variety of Department records, including notices.
  • Acts as custodian of Department documents and records. Establishes and maintains filing systems, and indexes using moderate independent judgment. Maintains current filing systems, which provide easy access to building information resulting from the issuance of permits by the Department.
  • Processes contractor registrations.
  • Accepts inspection requests.
  • Complies with all Citywide and departmental policies, work rules and procedures.
  • Regular, reliable, predictable, and punctual attendance is an essential function of the position.
  • Performs other duties related to those of the position and/or resulting from the needs of the organization.
  • KSA's
    • Knowledge of modern office practices and procedures and recordkeeping methods, practices and procedures. Must have the ability to balance cash, checks and credit card payments and rectify any discrepancies. Must have the ability to quickly acquire and appropriately apply knowledge of department regulations and policies. Must have a working knowledge of computers and electronic data processing and some knowledge of accounts receivable practices.
    • Skilled in operating the listed tools and equipment. Must be proficient in customer service skills.
    • Ability to work independently and carry out assignments to completion with minimal instruction. Must be able to understand and follow oral and written instructions and write brief messages. Must be able to multi-task. Must be able to work effectively during stressful situations. Must have the ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with city employees and officials and the general public.
    Qualifications
  • High school degree or GED in General Office Practices or related field.
  • A minimum of 4 years' experience in zoning and general office practices.
  • Must possess thorough knowledge of business English, punctuation, arithmetic and spelling.
  • Must have a working knowledge of personal computers, Microsoft Office.
  • Must possess and maintain a valid State of Ohio Driver's License throughout the term of employment.
  • Preferred:
    Previous work experience in municipal or county government is preferred, but not required. Experience with Open Gov Online permitting software or similar.
