Position: Plant Utilities Engineer 1 - HSC & EC Plant Operations (FT Days)

Position Summary

A Plant Utilities Engineer 1, on an assigned shift in a heating and/or air‑conditioning plant, or in a single or multi‑building facility, operates, maintains, troubleshoots, repairs, tests, and calibrates mechanical and electrical equipment providing heat, hot water, ventilation, air‑conditioning, and electrical distribution in the most efficient and safe manner possible. Incumbents also make recommendations on major overhauls and replacement of equipment and initiate activity relating to energy‑conservation projects.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, the position may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications. At the time of posting, agencies may recruit and hire employees by making temporary appointments.

Pending successful performance, the appointment can be changed to permanent non‑competitive status and the regular probationary period will begin. Within one year of permanent appointment, non‑competitive employees hired under NY HELPS are expected to have their employment status converted to competitive status, allowing full competitive class rights and promotion examination eligibility.

Duties
  • Operate, maintain, troubleshoot, repair, test, and calibrate mechanical and electrical equipment providing heat, hot water, ventilation, air‑conditioning, and electrical distribution in a safe and efficient manner.
  • Make recommendations on major overhauls and replacements of equipment and identify, recommend, and develop energy‑conservation projects.
  • May supervise subordinate staff in the operation and maintenance of heating facilities and mechanical equipment.
  • May also supervise contractors in emergency or project situations and may be required to assume responsibility for operation of the overall physical plant.
  • Other duties as assigned.
Minimum Qualifications
  • Graduate of heating, HVAC, ventilation, air‑conditioning, and refrigeration apprenticeship program from the U.S. Air Force.
  • Have been an enlisted machinery technician (MK) or hold a certificate as a Marine Engineer issued by the U.S. Coast Guard.
  • Have been an enlisted power generation equipment repairer with the U.S. Army.
  • Have been an enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engine man with the U.S. Navy.
  • Hold a merchant mariner’s document (MMD) and have been a qualified member of the engine department (QMED) as an oiler, fireman/water tender, refrigerating engineer, or engine man with the U.S. Merchant Marine.
  • Completion of a NYS Department of Labor apprenticeship program for stationary engineers or for plant maintenance (plumber/steamfitter), HVAC mechanic, or plant maintenance (refrigeration/AC).
  • Completion of a high‑pressure boiler operating Engineer License or Stationary Engineer License.
  • Hold an associate’s degree in HVAC from an accredited college.
  • Hold a bachelor’s degree in Facilities Engineering, Mechanical Engineering, Electrical, or Marine Engineering.
  • Four years or more of full‑time hands‑on experience in the maintenance and operation of commercial, industrial, institutional facilities, or of building analytics and digital energy platforms, including diagnosis, repair of HVAC systems or boilers, or auxiliary equipment.
  • Four years or more of full‑time hands‑on experience in a residential setting performing diagnosis, operation, maintenance, or repair of HVAC systems or boilers or auxiliary equipment.
  • Completion of an HVAC certificate or diploma from a BOCES program (900 hours) or completion of an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology college.
Preferred Qualifications

Valid NYS driver’s license and experience in a hospital/healthcare setting.
