Position Summary
A Plant Utilities Engineer 1, on an assigned shift in heating and/or air‑conditioning plants or multi‑building facilities, operates, maintains, troubleshoots, repairs, tests, and calibrates mechanical and electrical equipment to provide heat, hot water, ventilation, air‑conditioning, and electrical distribution efficiently and safely. Incumbents also recommend major equipment overhauls and initiate energy conservation projects.
NY HELPS Program Details
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, the position may be filled via a non‑competitive appointment (no examination required). Temporary NY HELPS employees may be transitioned to permanent non‑competitive status in May 2024, after which they will be eligible for competitive status without examination within one year.
Throughout the NY HELPS period, employees may participate in any promotion examination for which they qualify.
- Operate, maintain, troubleshoot, repair, test, and calibrate mechanical and electrical equipment for heat, hot water, ventilation, air‑conditioning, and electrical distribution.
- Recommend major equipment overhauls and replacements and develop energy conservation projects.
- Supervise subordinate staff in heating plant operations and mechanical maintenance.
- Supervise contractors in emergency or project situations and may assume overall plant operation responsibilities.
- Perform other duties as assigned.
- Graduate of a U.S. Air Force heating, HVAC, ventilation, air‑conditioning, or refrigeration apprenticeship program.
- Former enlisted machinery technician (MK) or Marine Engineer certificate issued by the U.S. Coast Guard.
- Former enlisted power generation equipment repairer with the U.S. Army.
- Former enlisted gas turbine systems technician, submarine nuclear propulsion plant operator, utilities man, machinist mate, or engine man with the U.S. Navy.
- Qualified merchant mariner (MMD) with experience as an oiler, fireman/water tender, refrigerating engineer, or engine man with the U.S. Merchant Marine.
- Completion of a NYS Department of Labor apprenticeship program for stationary engineers, plant maintenance (plumber/steamfitter), HVAC mechanic, or plant maintenance (refrigeration/AC).
- Completion of a high‑pressure boiler operating Engineer License or Stationary Engineer License.
- Associate’s degree in HVAC from an accredited college.
- Bachelor’s degree in Facilities Engineering, Mechanical Engineering, Electrical, or Marine Engineering.
- Four or more years of full‑time hands‑on experience maintaining and operating commercial, industrial, institutional facilities, or digital energy platforms and building analytics, including HVAC systems, boilers, or auxiliary equipment.
- Four or more years of full‑time hands‑on experience performing diagnosis, operation, maintenance, and repair of HVAC systems or boilers in a residential setting.
- Completion of an HVAC certificate or diploma from a BOCES program (900 hours) or an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, plumbing from an accredited technical school or technology college.
- Valid NYS driver’s license.
- Experience in a hospital/healthcare setting.
