Description
Under general direction of the Superintendent/President, the Associate Vice President of Public Safety, is responsible for providing strategic leadership, executive oversight, and institutional coordination of all San Joaquin Delta College Community District Public Safety programs and instruction which includes the POST Academy/POST Advanced Training and the District Police Department, overall public and campus safety, and emergency management. This position is an Educational Administrator as defined in California Education Code Section 87002.
DistinguishingCharacteristics
The Associate Vice President of Public Safety is an educational administrator position as defined by Education Code Title 3, Division 7, Part 51, Chapter 1, Article 1, section 87002(b) "having direct responsibility for supervising the operation of or formulating policy regarding the instructional or student services program of the college or district". This is not a sworn police officer position. The incumbent directs, coordinates, supervises, and evaluates the work of assigned staff.
Responsibilitiesand Duties
Essential Functions
- Oversee the daily operations, planning, and staff of the District Police Department.
- Provide leadership and strategic direction to the District Police Department, ensuring effective law enforcement services, patrol, investigations, crime prevention, community policing, and safety initiatives.
- Provide executive oversight of the District s POST-certified Police Academy/POST Advanced Training, including strategic direction, program development, accreditation, compliance with POST requirements, curriculum design, faculty recruitment, and evaluation of instructional quality.
- Provide executive level oversight and planning of POST Academy training programs, program reviews, and accreditation standards including the tri-annual Basic Course Academy Review.
- Working with and providing administrative oversight of selected instructional areas.
- Collaboratively develop annual and long-range plans to address regional accreditation standards and themes related to student learning outcomes and assessments; assist the Accreditation Liaison Officer in all aspects of the accreditation process including annual and periodic reporting as required by accrediting agencies.
- Execute effective management principles by administering student learning outcomes and assessments.
- Facilitate cross-divisional and cross-College conversations that lead to wide input into appropriate processes and that support a climate that promotes innovation and improved service to students and the community.
- Assist in the development and coordination of partnerships with external agencies including appropriate university, school and other off-campus and community groups. Collaborate with other District staff and instructional leaders in developing programs that expand regional education.
- Provide oversight and make recommendations to assigned managers on course scheduling, enrollment management concerns, and faculty assignments.
- Provide leadership for instructional and non-instructional program review processes.
- Coordinate, plan, organize, and direct all aspects of the District s public safety programs at all campuses.
- Establish standards for accountability, professionalism, equity, transparency, and procedural justice in policing services.
- Oversee and coordinate partnerships with regional law enforcement agencies, emergency management agencies, training providers, and accrediting bodies to ensure all public safety departments and programs meet state standards, workforce needs, and emerging public safety trends.
- Ensure compliance with all applicable laws, regulations, and standards governing law enforcement operations, including California Penal Code, Education Code, and POST guidelines.
- Direct the development, implementation, and continuous improvement of comprehensive emergency preparedness and response plans, including hazard mitigation, continuity of operations, evacuation, shelter-in-place, and mass communication protocols.
