This examination is being given to fill 1 vacancy in the Public Health Services department and to establish an eligible list to fill future vacancies. Resumes will not be accepted in lieu of an application. A completed application must be postmarked or received online by the final filing deadline.

Pre-Employment Drug Screening and Background :
Potential new hires into this classification are required to successfully pass a pre-employment drug screen and a background investigation as a condition of employment. Final appointment cannot be made unless the eligible has passed the drug screen and successfully completed the background process. The County pays for the initial drug screen.

TYPICAL DUTIES

Plans, organizes, and coordinates the overall activities of the San Joaquin County Public Health Services' AIDS Program; assists in budget development and maintenance.

Supervises, trains, assigns and evaluates unit staff; participates in selection of staff.

Coordinates activities of specialized staff and participates in: case management procedures; client identification, referral and counseling; case conferences and overall client assessment; developing client-oriented programs and assistance plans.

Assists in developing grant proposals and management of grant funds.

Assists in assessing community needs regarding AIDS programs and services and developing appropriate programs and services; coordinates services and informational programs with hospitals, physicians and governmental officials.

Provides for program of data gathering, analyses and organization and preparation of appropriate and required reports and records; prepares reports and correspondence.

Interprets and implements applicable legislation, laws and regulations; insures unit awareness and compliance.

Provides for overall coordination of unit activities with other Public Health Service staff and units, and with other agencies, officials, and community groups.

MINIMUM QUALIFICATIONS

Education: A Master’s Degree from an accredited college or university with a major in Public Health, Nursing, Social Work, or other closely related field.
Experience: Three years of progressively responsible experience providing counseling, nursing, or other professional services in a public health or related agency, one year of which must have been in a supervisory or management capacity.
License: Possession of a valid California Driver’s License.

KNOWLEDGE

Demonstrated knowledge of public health methods, techniques and philosophies in the treatment and intervention of AIDS; principles of psychology, sociology and human behavior; principles and techniques of counseling; organization and goals of public health agencies; social, cultural, health and psychological problems of AIDS; programs, procedures and community resources for AIDS detection, prevention and treatment; legal aspects and regulations for working with AIDS patients and administering AIDS-related programs;

basic organizational management and public relations principles and methods; principles of supervision and training.

ABILITY

Demonstrate awareness of and sensitivity to persons afflicted with AIDS; supervise, assign, train, evaluate and coordinate the work of assigned staff; work with and develop assistance programs for those afflicted with AIDS; gather, analyze and organize technical data and prepare appropriate records and reports; express self effectively orally and in writing; coordinate work of assigned unit with other units and agencies;

develop and maintain effective working relationships with a wide variety of individuals and public and community groups.
