The Opportunity
Reporting to the Manager of Emergency and Business Preparedness, the Corporate Security Advisor/Sergeant‑At‑Arms is responsible for developing and implementing security policies and procedures, advising City departments on security matters as well as performing ceremonial duties of Council.

Accountabilities

Administer and manage the security services contract for City facilities (audit and payment of invoices, review site log reports and provide follow up to site incidents, general management and coordination with security vendor(s)).

Develop policies related to physical security.

Maintain a Threat/Risk assessment and advise City Senior Executive of active threats and appropriate steps to mitigate.

Conduct security audits of City owned facilities and make recommendations as to security coverage, systems, policies and procedures.

Provide oversight to the City’s CCTV/Door Access program including software, peripherals and the audit of credentials and user access rights.

Annually review facility post orders and amend as required.

Liaise with local law enforcement agencies and other government bodies regarding ongoing threats and risks.

Act in a relief capacity for the Manager of Emergency and Business Preparedness including on call, fulfilling Emergency Operations duties and liaison with partner agencies.

Support/assist emergency preparedness planning, business continuity, and OHS initiatives as required.

Provide strategic security advice to senior leadership, management, and Council as required.

Support investigations related to security incidents, breaches, or threats.

Participate in planning for new municipal buildings, renovations, and major projects from a security perspective.

Develop and deliver security awareness and safety training for staff and management.

Promote a culture of security awareness across the organization.

Provide guidance and tools to departments on security responsibilities and best practices.

Perform ceremonial and security duties as the Sergeant‑At‑Arms at Council meetings.

The Sergeant-at-Arms serves as custodian of the Mace (the symbol of authority of the Mayor and the Council Chambers). Responsible for the safety of Mayor and Council, staff and visitors when Council is in session. Screening of visitors. Ceremonial entrance of the Mayor and the Mace. Receive public petitions from councilors when presented at meetings.

Qualifications

Extensive police force, correctional services or military experience and a comprehensive knowledge of the principles of policing and law enforcement (or related field).

Demonstrated experience in implementing and maintaining security services in a high‑profile environment.

Experience in administrative duties associated with budgeting and purchasing.

Knowledge and experience in the principles and the application of Emergency Management and the Incident Command System.
