Job Responsibilities
Recruit, hire, train, supervise and evaluate the CCS program. Implement section reorganization to maximize program effectiveness and staff efficiency. Initiate recruitment and hiring as needed. Recommend hiring and termination. Supervise and evaluate section personnel based on HR policy. Ensure new staff are trained and current staff are trained in new program policy and procedures implemented in each unit.
Administer Human Resources policies as necessary. Lead section staff meetings to provide direction and consultation to section personnel. Organize and promote staff development through individual guidance, in‑service programs and other training and events. Respond to and resolve staff complaints.
Provide clinical supervision to CCS Program Staff to maintain ethical and appropriate mental health service provision. Prepare and lead supervision meetings for CCS Program and other staff as needed. Promote a consumer‑centered, recovery‑oriented philosophy by advocating for consumer rights and strength‑based approaches. Provide clinical supervision and consultation to CCS Program Staff on an individual basis weekly, or as otherwise needed. In individual and group supervision, review cases, apply clinical assessment skills, and make determinations regarding appropriate course of action.
Provide Critical Incident Stress Debriefing as needed internally at Portage County and to community partners. Monitor and evaluate service delivery within the CCS Program in collaboration with other members of CCS and Division management. Implement, monitor and evaluate programs to assure compliance with DHS 36 and all other relevant administrative codes and applicable laws and statutes. Direct case assignments. Analyze section case files and paperwork for quality assurance purposes.
Resolve client complaints. Represent Portage County at regional and statewide meetings. Attend internal management meetings. Organize and lead program meetings. Communicate and collaborate with staff and supervisors across all divisions of Health and Human Services to assure coordinated efforts to best serve clients within numerous systems of care.
Licensed Mental Health Provider (LPC, LISW, MD, Ph.D., Psy.
D., NP, APNP) within the state of Wisconsin is required. 3000 hours of supervised clinical practice that meets Wisconsin DHS 34 standards and Wisconsin DSPS standards for Licensed Mental Health Provider status. Management experience in human services or related field preferred. Wisconsin License as a Substance Abuse Counselor preferred.
