About the Position  Reporting to the Director of Infrastructure Services, the Manager of Capital Engineering is responsible for the delivery of the capital program, and the budgeting and implementation of infrastructure initiatives and projects. This position is also responsible for overseeing assigned staff and approving and monitoring expenditures within defined limits.

Duties & Responsibilities  The duties listed are not meant to provide a description of every job performed but only those which represent the core functions of the job.
Monitor and assess infrastructure needs of the City via a 10-year capital forecast and prepare appropriate annual budgets accordingly for Council consideration.
Formulate terms of reference and requests for proposals from engineering consulting firms for various studies/assignments.
Evaluate and make recommendations on the acceptance of tenders, RFPs and other public procurements to the Director of Infrastructure Services/City Engineer.
Evaluate consultants’ work and advise on contract terms and their fulfillment.
Review and approve designs, specifications, tender and contract documents, to ensure all engineering requirements and servicing costs are properly documented in order to protect the Corporation's interest.
Review engineering standards, policies, and procedures, and make recommendations to the Director of Infrastructure Services/City Engineer, and committees of Council for currency and relevance.
Recommend annual capital and operating requirements for the division.
Approve and monitor expenditures within delegated limits.
Prepares corporate correspondence and council reports, as necessary.
Provide full support to the Director of Infrastructure Services/City Engineer, including filling in during absences as required.
What you need to Succeed...
A University Degree in Civil Engineering.
Current Certification, in good standing, as a Professional Engineer (P.Eng.) with ten (10) years of progressively responsible engineering experience, preferably in a municipal setting.
Five (5) years’ experience as a direct supervisor, preferably in municipal engineering, with an emphasis on design, and supervision of infrastructure projects, as well as experience working with various municipal departments, consultants, contractors, and government agencies.
Thorough understanding of management principles with a proven ability to lead, direct, and manage staff in a unionized environment, and work collaboratively with numerous stakeholders.
Excellent interpersonal and communication skills, including strong presentation skills, with the ability to interact courteously, diplomatically and tactfully with staff, officials and members of the public.
Strong organizational skills to ensure proper work planning and scheduling, as well as the ability to expedite issues to promote effectiveness and efficiency.
Strong analytical, problem identification and solution development skills.
Proven ability to negotiate in all facets of municipal infrastructure management work.
