Overview & purpose:

Performs responsible semi-skilled and skilled trades in the maintenance and care of solid waste facility grounds and roadways. This position is responsible for maintaining grounds, interior roadways, and entry roads of the solid waste facility. Work includes general landscape maintenance, beautification, turf maintenance, litter cleanup, and related maintenance and repairs. Work involves operating tractor and mowers to cut grass, installation of new plants, maintenance of plants and landscaping, trimming, cleaning grounds and facilities, and performing other horticultural landscaping tasks.

Sound judgment and initiative is required. Work subjects the employee to outside environmental conditions, noise, vibration, hazards associated with solid waste work, and fumes, odors, dust, mists, and oils. Duties may result in exposure to human body fluids and thus the work is subject to the osha requirements on blood borne pathogens. Major decisions require supervisor's approval. Work is performed under regular supervision and is evaluated through observation of facilities, state inspections, and public acceptance.

Reports to the director of solid waste.

Essential functions:

Performs varied maintenance and repair functions required to maintain facility grounds, landfill area, buildings and equipment; inspects grounds, facilities, and equipment daily and performs required maintenance and repair jobs; purchases supplies within spending limits; participates or leads in small construction or installation projects.

Serves as lead worker as assigned over temporary and community service workers to complete maintenance, litter cleanup and/or repair projects in timely manner following safety standards; monitors and reviews work in progress and ensures work is completed safely and on time.

Repairs equipment such as mowers, tractor, tillers and weed-eaters; replaces bearings and changes blades and tires on mowers; changes spark plugs and heads on weed-eaters.

Performs grounds maintenance duties including mowing grass, trimming shrubs and trees, fertilizes, plants and spreads seed and lime; applies mulch.

Plans, purchases and installs new landscaping materials; installs annuals and perennials; chooses and arranges plantings for optimum value, minimum maintenance, and lasting quality.

Removes snow, ice, and other weather-related hazards.

Sprays chemicals in landscape work and maintains application records per ncda requirements.

Cleans solid waste buildings including bathrooms; picks up trash around facility and windblown litter removal in landfill.

Maintains records of work activities.

Assists with maintaining facility environmental compliance issues such as spill cleanup and maintenance of storm drains and discharges.

Additional functions:

Assists and fills in when needed in the public access area or in equipment operations.

Assists with seeding and vegetation establishment in landfill

Performs related duties as required.

Knowledge, skills, & abilities:

Considerable knowledge of the methods, tools, and equipment utilized in the grounds, maintenance.

Working knowledge of the work hazards, related liabilities, and applicable safety standards (occupational safety and health act) and county standards.

Some knowledge and skill in the application of information technology to assigned tasks.

Skill in the operation of assigned equipment and tools, tractors, riding mowers, etc.

Ability to serve as lead worker to create a productive work team and ensure work is completed correctly and safely.

Ability to communicate effectively in oral and written forms.

Ability to establish and maintain effective working relationships with part time workers, co-workers, supervisor, and citizens involved in use of solid waste facilities.

Ability to prepare and maintain records of work activities.

Ability to read and interpret department policies and state regulations.

Education/experience "requirements":

Graduation from high school and considerable related experience supplemented by training in skilled trades in building and grounds maintenance.

Additional "requirements":

Possession of a valid north carolina driver's license.

Ability to obtain a pesticide applicators license within two (2) years of employment.
