The selected consultant will be expected to perform the following services:- Assess current data architecture, platforms, and data flows
- Design target-state data architecture (e.g., cloud, hybrid, or on-prem)
- Define data models, integration patterns, and governance frameworks
- Recommend tools, technologies, and best practices
- Conduct interviews with data owners/ data custodians in various departments including Engineering, Public Safety, Data Analytics, Operations, and Technology teams
- Provide implementation roadmap and technical documentation
- Proven experience as a Technology/Data Architect with specific expertise in ETL
- Expertise in modern data platforms (e.g., cloud, data lakes, data warehouses)
- Experience with data governance, security, and compliance
- Strong communication and stakeholder engagement skills
- Relevant certifications or case studies (preferred)
- Technical expertise and experience - 30
- Proven experience in data architecture and ETL
- Familiarity with modern data platforms (cloud, data lakes, warehouses)
- Approach & Methodology - 20
- Clear roadmap for data warehouse and ETL integration
- Feasibility of proof of concept and phased rollout
- Security & Governance - 20
- Data governance framework and compliance readiness
- Security best practices and risk mitigation
- Cost & Value - 15
- Competitive pricing and transparent cost structure

- References and past performance - 15
- Relevant case studies or client references
