Staffordshire County Council, We're looking for a highly motivated Security & Protection Specialist to join our dynamic Health, Safety & Wellbeing Service. This is an exciting opportunity to lead on security management across a diverse range of council premises, public meetings, and high‑profile events, while helping to shape our organisational response to the Terrorism (Protection of Premises) Act (Martyn’s Law). In this pivotal role, you will provide expert advice, set strategic direction, and work closely with colleagues, property teams, emergency services, and elected members to ensure robust, practical, and effective security arrangements.

You’ll be at the forefront of developing and implementing the council’s security protocols, leading risk assessments, overseeing incident investigations, and driving continuous improvement in our security culture. You will bring a strong foundation of security risk management expertise, supported by relevant professional qualifications such as Level 4 Security Risk Management, counter terrorism training, and experience in policing, protective services, event or crowd safety environments, or equivalent operational security roles.

Main Responsibilities
  • Lead and coordinate security management across council premises and public events, ensuring robust protection for elected members, staff and communities.
  • Be responsible for planning and overseeing security at public meetings, managing risk assessments, and ensuring security protocols are implemented effectively.
  • Act as the council’s key lead for implementing the Terrorism (Protection of Premises) Act (Martyn’s Law), providing expert advice to service areas, property teams and senior leaders.
  • Oversee the recording and investigation of security incidents.
  • Advise on physical and procedural security controls and support the appointment and performance monitoring of security providers.
  • Working collaboratively with Health, Safety & Wellbeing colleagues, maintain strong relationships with police and emergency services.
  • Contribute to integrated risk management approaches.
  • Lead on security testing and audit programmes to drive continuous improvement.
The Ideal Candidate
  • be an experienced security professional with a strong background in security risk management, policing, protective services or event/crowd safety environments.
  • be confident, proactive and calm under pressure, able to build strong relationships and influence others at all levels, including elected members and emergency services.
  • have a thorough understanding of terrorism protection measures and practical security controls, you'll bring sound judgement, integrity and excellent communication skills.
  • be highly organised, solutions‑focused, and committed to continuous improvement.
  • be able to lead, advise and drive improvements to ensure the safety and protection of our people, premises and public services.
